JOB SUMMARY

Environmental Compliance Inspector I

Conducts industrial and environmental investigations. Samples water and wastewater for chemical, physical and bacteriological parameters. Determine compliance with discharge regulations and conducts environmental assessments. Conducts industrial facility and business program investigations. Responds to chemical spills and odor complaints. Interprets and analyzes data. Documents activities and findings. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Plans and lays out work according to volume and assignments for most efficient completion. Anticipates delays and takes corrective action. Arranges for equipment, supplies and resources to be available for assignments. Completes projects in a timely manner. Maintains flexibility to change work assignments or priorities.

- Inspects and samples industrial users to ensure compliance with Federal, State and local discharge regulations. Interfaces with company contacts to conduct interviews and convey regulatory requirements. Interprets regulations as they apply to industrial users. Determines surcharge rates. Reviews and comments on industrial discharge permits.

- Conducts business program inspections including Sewer Service Charge Based on Usage of the System (SSCBOUTS), Non-Discharge Status (NDS), Non-User Status (NUS) and Temporary Discharge Permits to ensure appropriate billing. Reviews special billing reports to determine accuracy. Works with customers and District staff to resolve billing issues. Conducts water leak investigations and makes recommendations for customer reimbursement. Inspects septic samples and waste hauling records to ensure compliance with District regulations and procedures.

- Conducts environmental assessments for the purpose of determining attainment of water quality standards and/or the effectiveness of District programs/projects, including chemical, physical and bacteriological water quality sampling, evaluation of stream habitat and benthic macroinvertebrate and fish community assessments. Interprets water quality standards and criteria.

- Conducts sediment sampling for the purpose of determining material handling and disposal.

- Required to be on-call, carry a District cell phone and report for duty within one hour as scheduled. Actively participate as a District representative on local Hazmat teams. Responds to and investigates emergencies such as hazmat incidents, oil or chemical spills, odor complaints, wastewater treatment plant upsets and dry weather discharges of wastewater to the environment during and outside of regular work hours.

- Makes decisions as to what materials are needed to complete a project, what sampling methods should be used and when to refer issues to a supervisor. Ensures that materials and equipment are in proper working order. Troubleshoots and finds solutions to equipment problems. Sees that equipment is given proper care and arranges for required service.

- Measures wastewater and stream flows. Analyzes results of sampling data. Evaluates and interprets analytical data to determine compliance with regulations or attainment of water quality criteria. Diagnoses problems by critically examining data (calculate pollutant loadings, identify temporal and spatial trends). Performs calculations as needed.

- Compiles and collates information. Files hard copy records and enters data into electronic information management systems. Designs maps, charts and graphs using appropriate computer software.

- Evaluate outfall monitoring data in order to prioritize and conduct Illicit Discharge Detection and Elimination (IDDE) work, including outfall sampling, source tracking and problem remediation. Inspect dental facilities, hospitals and industrial facilities to assess their contribution of mercury. Conducts radiological monitoring as needed.

- Participate in the District Drone Program conducting cinematography, photography, modeling, asset inspection, environmental monitoring or aiding external agencies. Roles may include, but not limited to, pilot, visual observer, video and photo editor.

- Prepares facility inspection reports. Communicates investigation results verbally and through written reports and presentations. Issues letters of compliance and notices of violation to industrial users.

- Cooperates with team members. Maintains good public relations by dealing with complaints, being polite to customers and answering inquiries about District activities. Serves as a liaison between other organizations, departments and internal or external personnel. Participates in District outreach events.

- Makes decisions in the field as dictated by circumstances. Keeps abreast of regulations and new developments in the field. Observes safe work practices.

- Performs other duties of a similar nature as may be required.

MINIMUM JOB REQUIREMENTS

EDUCATION

Candidate must possess bachelor's degree, preferably in Chemistry, Biology, Environmental/ Chemical Engineering, Environmental Studies or a closely related field.

EXPERIENCE

Environmental Compliance Inspector I:

No required experience. The District has designed this job to be an entry level position.

Environmental Compliance Inspector II:

Candidate must possess three (3) years of work experience in industrial pollution control and/or environmental monitoring.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

- Candidate must possess a valid driver's license with a driving record in accordance with the District's acceptable guidelines.

- Candidate must obtain a certificate of completion of a Standard Multimedia First Aid Course and CPR certification within one year of employment and be recertified as required.

- Candidate must possess a certification in 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification within one year of employment and be recertified as required.

KNOWLEDGE, SKILLS AND ABILITIES

- Candidate must possess basic knowledge of environmental regulations.

- Candidates must be able to establish quick rapport with external contacts and team members to gather information needed to keep accurate records and create reports. Advanced computer and communication skills are a must.

- Candidates must have the ability to interpret and evaluate information and alternatives, produce written technical documents and make decisions regarding equipment and methods to complete work assignments in accordance with regulations.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position, the employee must be able to compare, compute, analyze, synthesize, copy, compile, coordinate, negotiate and instruct. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, sitting, balancing, kneeling, crawling, handling, feeling, hearing walking, climbing, stooping, crouching, reaching, fingering, talking and control of others. Ability to lift up to 50 lbs. on a frequent basis, including lifting this weight out of a utility hole. Position will require visual demands of near acuity, depth perception, far acuity, color vision and accommodation. The position requires office, site and field work. For safety reasons hearing is required. While working in the field the employee may be exposed to extreme weather, extreme heat that is non-weather related, atmospheric conditions, vibrations, extreme cold that is non-weather related, wet and/or humid, hazards and confined/restricted working environments. Position required to sometimes perform confined space entry on the job. Employee must possess the ability to wear required respiratory protection devices, including not having facial hair that interferes with the facepiece-to-face seal. Must not have tendencies toward claustrophobia or acrophobia. Position requires the operation of automatic samples, air monitors, various meters, electrofishing equipment and ability to drive vehicles. A HAZMAT physical is required. The physical may include hearing and vision screening, various blood test, chest x-ray, electrocardiogram (EKG), cardiac stress test and medical clearance to wear a respirator. An OSHA medical questionnaire will be completed by the applicant. Various follow-up physical examinations such as lung capacity test (spirometry) may be requested. The HAZMAT physical must be completed and passed at least biannually.

Pay Range: USD, Commensurate with Experience

Environmental Compliance Inspector I: $53,198 - $63,837

Environmental Compliance Inspector II: $56,580 - $70,726
