Senior IT Developer
About the Job
The Senior IT Developer will work in the Health, Environmental and Regulatory Systems (HEARS) department to support new and existing applications. The incumbent will be expected to research, gather, and understand complex business domain requirements from Product Owners and develop IT solutions. This particular role leverages primarily Java-based technologies, however the incumbent should be knowledgeable in other full stack technologies sufficient to serve on UX or Persistence-oriented development teams. Development responsibilities will encompass new logic/features, enhancements, and bug fixes/support. This position will also be involved in continuous deployment activities such as tagging, promoting, and building.
Essential Functions
Strategy & Planning
Acquire and interpret user stories, business requirements, create functional specifications, and determines the most efficient/appropriate technologies.
Work with Architecture role to review standards in determining the best design to meet product requirements. Responsible for implementing approved architecture design.
Submit and review technical and process improvement recommendations as a member of the technical leadership team.
Acquisition & Deployment
Perform complex programming assignments requiring an advanced aptitude of established programming standards, methods, and best practices.
Design application and database components for development projects.
Perform analysis of business models, logical specifications, and/or customer requirements to design and build solutions utilizing multiple technologies.
Mitigate significant risks associated with projects, which have a high technical complexity and/or involve significant challenges to the business.
Operational Management
Maintain and modify applications; make approved changes by amending application documentation, developing detailed programming logic, and coding changes.
Provide support for critical application problems and issues.
Act as a Subject Matter Expert in the discovery and investigation of critical production problems as required.
Train and teach other developers.
Collaborate with business domain experts to analyze and assess existing business critical functions.
Assist Product Manager in the definition, gathering, development, and documentation of business and/or technical requirements, objectives, deliverables, design specifications and project plans.
Participate in requirements gathering and design responsibilities. The ability to create documentation such as Technical Requirements and High-Level Design for smaller portions of the system will be needed.
Collaborate with other developers, programmers, and designers in conceptualizing and development of new software programs and applications.
Participate in software design reviews.
Assist in the diagnosis and correction of system issues and software bugs.
Incidental Functions
Prepare and lead presentations as requested.
Research or prototype new tools and/or technologies.
Assist with other projects as necessary to contribute to efficiency and effectiveness of the teamwork.
Lead internal teams/task forces on initiatives as assigned.

Position Requirements
Formal Education & Certification Bachelor's degree (or foreign equivalent) in a Computer Science, Computer Engineering, or Information Technology field of study (e.g., Information Technology, Electronics and Instrumentation Engineering, Computer Systems Management, Mathematics) or equivalent experience.
Knowledge & Experience
5+ years of IT experience.
5+ years of experience working with HTML5, JavaScript frameworks, and CSS3.
5+ years of experience working with JavaScript frameworks such as Vue, React, and Node.js
5+ years of experience working with Java, JEE, JAX-RS, Spring Boot, ORM, Object-oriented design techniques, and common design patterns.
Preferred Experience
Experience working with Microservices, Cloud-Native architecture.
Experience with API and Event-driven systems.
Experience with command line git and GitHub.
Experience with CI/CD, DevOps, Cloud, and automation.
Experience with Docker/Kubernetes.
Experience with DevOps and Agile engineering practices.
Experience in writing SQL queries and stored procedures to Oracle databases.
Experience testing, debugging, and diagnosing software bugs and system issues.
Experience with developing internationalized and localized software, Unicode, and Unix strongly preferred.
Experience developing with an oracle database as well as understanding of schema and table design preferred.
Experience developing test cases and test plans.
Experience with Agile methodology and JIRA.
