Job Description

UC Health is hiring a full-time Director of Planning, Design, & Construction at the UC Health Business Center. This is an onsite position.

The Director of Planning, Design, Construction, and Real Estate reports to the Chief Financial Officer and has management, oversight, and decision making over multiple enterprise areas, including Strategic Master Planning, Design & Construction, Real Estate, Ambulatory Property Management, and in-house Environmental Services. This position represents UC Health in the community in a variety of settings to include but not limited to critical governmental, regulatory agencies, Uptown Consortium, and local minority business enterprise collaboratives. Responsibilities include providing leadership for planning, design, and renovation/construction of facilities, including all inpatient, outpatient, procedural, office, and all other spaces be they clinical or non-clinical. This includes services such as preconstruction services, design and renovation/ construction services, real estate activities, and managing assigned Facilities Management Group policy, procedures, and business processes.

  • Minimum Required: Bachelor's Degree - Technical (Architecture, Construction Management, etc.) or business-related with emphasis on Master/Strategic Planning.
  • Preferred: Master's Degree - Business related.
  • Registered architect with a license in the State of Ohio preferred.

Experience:
  • Minimum Required: 11 - 15 of years equivalent experience.

  • Leads enterprise development of strategic facilities master planning activities, as well as planning for real estate holdings, property acquisition and disposition, and site development.
  • Navigates the internal and external processes critical to strategic master planning and the programming of major capital projects (new buildings and major renovations of existing structures).
  • Directly reviews and establishes capital project scope and budgets for all new project requests during the annual capital planning process and for new projects identified at any time.
  • Resides on the system Capital Committee to review and provide information to the team.
  • Leads the pursuit of potential development sites and collaborates with UC Health leadership on acquisition strategies.
  • Facilitates the Real Estate Committee meetings with Senior Leadership.
  • Works with UC Health Government Relations, UC Health Foundation, and others in pursuit of external philanthropy and government funding sources, such as New Market Tax Credits.
  • Provides leadership oversight and management direction to the enterprise Design & Construction department, ensuring assigned projects stay on schedule and meet all budget and quality requirements.
  • Assesses Contractor performance and relationships, ensuring UC Health's commitment to economic inclusion and workforce diversity. Discharge contractors who fail to comply with contract requirements, job specifications, and/or established quality standards.
  • Leads the RFQ/RFP selection of design teams and construction teams, establishing project scope, budget, and schedule for all capital projects.
  • Leads Operational and Transitional planning for all major projects preparing for go live and move planning.
  • Requires a high degree of collaboration and use of varied expertise from many areas such as physician and nurse leadership, operations, finance, IS&T, marketing, and patient experience.
  • Ensures annual Enterprise goals for construction-related economic inclusion is met.
  • Maintains direct accountability for all planning, design and construction policies, procedures, standards and activities, ensuring all federal, state and local regulatory, accreditation, building code and safety matters are met as they relate to healthcare design and construction.
  • Responsible for life safety/space management data platform (currently ATG) assessment and input, as well as maintenance and updating of software, data, and licenses.
  • Serves as a liaison with UC College and Medicine and UC Planning, Design & Construction (PDC) group for mutual, coordinated space and program planning, design, and construction.

Planning:
  • Supports and reviews capital requests from the beginning of the process to ensure projects are properly scoped, budgeted and proposed for consideration.
  • Manages the Facilities Environmental Guidelines to create a standard UC Health look and enforce its application throughout the Enterprise as appropriate.
  • Participates in space planning and capital improvement planning processes as assigned.
  • Assists in development and dissemination of space standards and space management guidelines, policies, and procedures. Develop and maintain procedures for reporting space changes and implement updates as necessary.
  • Ensures record drawing are accurately maintained and accessible for planners, engineers, architects, and internal facilities staff.
  • Implements/manages internal and external signage program across the Enterprise.

Design & Construction:
  • Directs day-to-day project management activities of internal project managers (PM) and external consultants related to programming, planning, and design of various size and volume of renovation and construction projects.
  • Ensures individual Project Managers are accountable for controlling assigned projects within budget, on schedule and meeting all program objectives.
  • Negotiates and manage contractual agreements for A/E services, renovation/construction, and other required planning services for assigned projects.
  • Reviews detailed construction budget and schedules, change orders, payment requests, subcontractor bids and material quotes in coordination with maintaining project scope, budget and schedule.
  • Ensures Interim Life Safety Measures (ILSM) and Infection Control Risk Assessment (ICRA) are reviewed and implemented before the start of each project; ensure required actions are followed and documented per UC Health policy.
  • Manages contractor training program; ensure all contractor personnel receive UC Health contractor training before being allowed to work on-site.
