Because of our growth, we are seeking an experienced Federal Planner/Analyst to work Full-Time to support our ongoing project for the Army National Guard (ARNG) on-site in Arlington, VA.
Responsibilities
Technical Role:
Conducts field studies, inspections, and surveys to collect original research data for planning projects.
Gathers and analyzes Army Real Property-related data regarding (ARNG) planning.
Represents firm as technical resource in support of the ARNG in various headquarters and/or installation-level boards and/or meetings.
Designs and drafts graphs, charts, maps, photographs, and other illustrative planning materials.
Directs and participates in investigations of applications for variances of planning purposes.
Coordinates a variety of current planning projects focused on the Readiness Center Transformation Master Plan (RCTMP), providing the ARNG with assistance in planning matters based on the review and application of data existing in ARNG and related sources such as ISR, BUILDER, RPLANS, ASIP, PRIDE, etc.
Provides technical expertise in the project definition and planning phases.
Develops and documents standard practices.
Business Development Role:
Provides technical expertise in the preparation of proposals and presentations.
Acts as technical expertise and representative of the firm at various ARNG or related functions, as needed.
Additional Functions:
Produce and deliver leadership briefings.
Support information sharing.
Perform document development of the updated RCTMP 2024.
The ARNG will provide appropriate office space and support at 111 South George Mason Drive, Building 1, Herbert R. Temple Army National Guard Readiness Center (TARC), Arlington, VA 22204-1373.
The Government will permit telework in support of this requirement; however, the expectation is for the candidate to have an on-site presence at TARC a minimum of 50% per week.
Qualifications
Must have a BA/BS and eight (8) years related experience, MA/MS and six (6) years related experience, or 12 years related experience.
Must be able to obtain a Common Access Card (CAC) which, at the discretion of the ARNG as the sponsoring activity, may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled National Agency Clearance and Inquiries (NACI) at the Office of Personnel Management
Must be able to respond effectively to sensitive inquiries.
Must be able to maintain cooperative relationships with ARNG TARC and Installation-level employees.
Must have above average communication skills, both verbal and written.
Must be able to prepare and present technical reports.
Must be mentally and physically capable of performing all essential duties required of the position.
Must have knowledge of current planning issues and trends.
Must be able to plan and organize comprehensive research studies.
Must have Microsoft Office suite skills.
Must be familiar with discipline related software applications.
Must be open to travel up to 20% of the time.
Resulting Physical Qualifications:
Must be able to sit for extended periods of time.
Must be able to operate and manipulate standard office equipment.
Must be able to occasionally reach and bend.
Must be able to frequently lift, carry, push, pull and/or move 10 pounds and occasionally lift, carry, push, pull and/or move up to 40 pounds.
Must be able to use tools requiring a high degree of manual dexterity.
Must be able to operate a motor vehicle.
Must have visual abilities of close vision, distance and color vision, peripheral vision, and depth perception.
