Overview





The Test Facilities Operation, Maintenance and Engineering (TFOME) contract at the NASA Glenn Research Center providesengineering and technical services in the aeropropulsion and space propulsion and power test facilities. TFOMEmanagement is dedicated to excellence in service and to providing outstanding technical opportunities for our employees. We specialize in providing unique products and services to NASA Glenn. We are currently seeking a Maintenance and Reliability Engineer to manage asset reliability risks that could affect the Facility testing and operations as part of the TFOME contract at NASA Glenn Research.


Responsibilities





FUNCTION OF POSITION: The primary role of the Maintenance and Reliability Engineer position is to identify and manage asset reliability risks that could affect the Facility testing and operations at the NASA Glenn Research Center. He/she will be responsible for proposing solutions to implement industry established best practices for new and existing systems as they relate to Operations Maintenance. He/she will be expected to support the evolution of NASA's Computerized Maintenance Management System (CMMS-Maximo) which is expected to include field mobility and/or mobile connectivity. He/she will assist NASA Maintenance Specialists to develop a more mature Maintenance Culture within the organization. He/she will be responsible for optimizing work processes and administrative controls while utilizing CBM (Condition Based Maintenance) and RCM (Reliability Centered Maintenance) principles that can be applied to existing and future maintenance practices.



The Maintenance and Reliability Engineer will report to a Projects Manager responsible for Maintenance on the NASA Glenn Test Facilities Operation, Maintenance, and Engineering (TFOME) contract. The candidate must have excellent communication skills and be capable of working with all levels of the organization including NASA (Agency and Center-level) Maintenance Specialists, Facility Managers, Facility and Test Engineers, Technical Supervisors, Facility technicians, Safety and Administrative personnel to ensure that all equipment is maintained, and managed for maximum availability and reliability.



DUTIES AND RESPONSIBILITIES:
Lead effort of Asset Data Collection/Validation as well as concurrent Job Plan development in close collaboration with facility personnel

Implements measures to baseline current maintenance performance and improvement targets as they relate to cost, quality, downtime, etc.; Work with NASA Facility Managers to document and eventually optimize preventive maintenance schedules;

Be responsible for the facility asset inspection, repair, preventive maintenance program; Improve documentation in CMMS system by establishing process to include trouble shooting, repair, and maintenance information to allow for future trending analysis; Develop and/or improve current methodologies and work practices as they relate to Preventative and Predictive Maintenance;

Define, develop and implement processes for establishing and maintaining effective predictive and preventive maintenance programs for mechanical and associated electrical equipment and systems.

Identify and evaluate new technology for improvement in process performance, equipment reliability, and frequency of maintenance including supporting NASA objectives to implement field mobility and/or mobile connectivity equipment;

Document and improve existing equipment risk assessments so that a prioritization process can be established with NASA and contract management so appropriate resources can be assigned;

Review data and information using basic statistical tools to transition time-based maintenance into frequency-based maintenance and/or Reliability Centered Maintenance;

Work with Facility Managers, Facility and Test Engineers to propose a spare parts inventory that optimizes the business needs of the NASA customer with cost outlay; Budgets and levels of criticality will determine what spare parts would be eventually purchased;

Support NASA's CMMS technology advancements potentially including bar-coding of information and data, mobile operation and alerting and integrating machine status (condition monitoring);

Utilize CMMS system to create useful metrics reports that can be analyzed to evealuate performance and provide recommendations on asset replacement versus life extension measures.




Qualifications





Must have a Bachelor of Science degree from an accredited engineering school preferably in Electrical, Mechanical, Maintenance or Industrial Engineering or Engineering Technology.
More than 2 years' experience in a maintenance a plus.

Must have knowledge and understanding of electrical and mechanical equipment and systems.

Experience working in a CMMS Systems (MAXIMO is a strong plus).

Excellent communication and collaboration skills are critical.

Must be familiar with RCM approach to maintenance and other maintenance improvement tools such as Asset Criticality Ranking, Failure Modes and Effects Analysis, Root Cause Failure Analysis, PM Optimization, PM Prioritization, etc.

Experience with technologies such as Oil Sampling, Thermography, Vibration Monitoring, Ultrasound, Motor Circuit Analysis, Laser Alignment and demonstrated usage is a strong plus.

Must be knowledgeable in Business Management, Equipment and Manufacturing Process Reliability, Organization and Leadership (Strong Communication Skills), and Work Management.

Certified Maintenance & Reliability Professional (CMRP) is a strong plus; candidate will be required to pass the CMRP exam within the first year if not already certified.
