Director of Administration
The City of Urbana is seeking qualified applicants for the full-time position of Director of Administration, a key executive leadership role reporting directly to the Mayor. This position is responsible for overseeing the daily operations of the City’s administrative branch, promoting efficient government operations, and supporting excellence in public service access all departments. Starting salary is $123,000, commensurate with experience and qualifications.
Essential Duties and Responsibilities:
- Leads the day-to-day administration of City operations, working closely with the Director of Finance and Director of Law to ensure interdepartmental alignment and effective service delivery.
- Develops and implements strategic plans in coordination with the Mayor and City Council, using data-driven analysis to enhance service efficiency, operations, and community impact.
- Communicates official policies, strategic priorities, and initiatives to staff, elected officials, and the public; represents the City to civic groups, boards, commissions, and outside agencies.
- Provides leadership and supervision to municipal staff through department heads, overseeing workforce planning, performance evaluation, and professional development.
- Fosters a workplace culture of transparency, accountability, teamwork, and customer service.
- Oversees financial operations including budget preparation, spending oversight, and compliance with fiscal policies, in partnership with the Mayor and Director of Finance.
- Analyzes workflows and organizational structures to improve efficiency and responsiveness; develops standardized procedures and performance benchmarks.
- Ensures City operations comply with applicable laws, ordinances, and policies, and oversees the enforcement of procedures and ethical standards across all departments.
- Serves as the City’s purchasing agent, subject to the supervision of the Board of Control.
- Serves as the personnel officer, responsible for overseeing personnel policies, compliance, and HR practices across all departments.
- Exercises the authority of a municipal service and safety director as defined in Ohio law, unless limited by the City Charter.
- Provides guidance to the Mayor and City Council on administrative and operational matters; may be designated by the Mayor to lead a department or act on the Mayor’s behalf during absences.
Minimum Qualifications:
- Graduate of an accredited four-year college or university with a degree in Public Administration, Political Science, Business Management, or a closely related field.
- Minimum of ten (10) years of successful experience as a manager or municipal administrator.
- Strong leadership, analytical, communication, and organizational skills are essential.
