Salary Range: $47,525-$69,785 (+$10-$20/hour in benefits)

Job Description
GENERAL STATEMENT OF DUTIES:
An employee in this classification performs various Human Resources administrative duties in the department office and provides support for the Director of Human Resources. The individual handles confidential materials to be used in the collective bargaining process. The individual will manage other confidential materials such as personnel files, medical files, workers’ compensation files, and financial information.
MINIMUM QUALIFICATIONS:
Bachelor’s degree from an accredited college or university in a relevant field. Human Resources administrative work experience with collective bargaining units, working knowledge of Workers’ Compensation processes, FMLA, Labor Laws, and Onboarding/Offboarding employees; or an equivalent combination of education, experience, and/or training which provides the necessary knowledge, skills, and abilities.
UNIQUE REQUIREMENTS/PHYSICAL REQUIREMENTS:
Knowledge of organizational structure of City of Canton. Ability to manage numerous complex activities simultaneously. Excellent organizational skills, and ability to prioritize tasks. Keyboarding skills. Ability to operate office equipment such as mobile devices, scanners, printers, fax machines, and copy machines. The ability to proficiently learn the city’s HRIS and Payroll Systems in a timely manner. Knowledge of standard office procedures and techniques. Ability to communicate ideas effectively, orally and in writing. Ability to prepare administrative reports. Ability to analyze situations and develop workable solutions. Ability to establish and maintain effective working relationships with department heads, City employees, other agencies, elected officials, and the general public. Ability to train new hires in the Human Resources Department.
ESSENTIAL FUNCTIONS:
Performs administrative functions as described above under General Statement of Duties.
DESCRIPTION OF WORK:
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.
Performs various administrative duties including those regarding confidential and personnel matters.
Manages onboarding/offboarding of employees.
Develops office procedures and identifies opportunities for database enhancements. Consistently identifies areas to improve efficiency. Communicates best-practice solutions to department head. Strives to streamline workflow.
Develops routine correspondence. Creates processes for communicating with employees regarding family medical leave status (for both paid and unpaid leave) and assists employees in understanding the city’s requirements for paperwork submission and continued eligibility for leave/time off.
Performs various entries into the city’s payroll system (Workforce Dimensions/KRONOS) and communicates with Auditor’s Office regarding updates/changes.
Possesses working knowledge of City of Canton’s financial system and is able to open purchase orders, pay invoices, track expenses, make recommendations for budgeting, and run standard and custom reports for department head.
Processes cash transactions by accepting health benefits payments and following City Auditor processes for creating pay-ins.
Attends meetings/trainings when necessary.
Advises employees in unusual or difficult situations, and determines when to consult the supervisor for assistance.
Meets with Director of Human Resources regularly to review correspondence and communications and to discuss activities, problems, conflicts and concerns.
Assists in research for collective bargaining and special projects by locating appropriate sources of information and compiling, organizing and presenting to Director of Human Resources. Maintains log of collective bargaining issues to be used in negotiations.
Assists the Department Heads and/or designee in keeping records of employee time and attendance information and in updating personnel files as necessary. Prepares necessary documentation for disciplining employees who are in violation of policies and procedures.
Manages and tracks the performance evaluation process to adhere to all deadlines.
Performs other administrative tasks as needed.

Repeating an Exam
Per OAC Rule 123: 1-9-01, an applicant who has competed in a civil service examination cannot repeat that examination or take and examination for the same classification within FOUR MONTHS from the date of original examination, unless an alternative form of examination is given, or unless other standards are specific in the examination announcement.
RATING
Your name will be placed on a list of eligible candidates upon receiving a passing score. Once the list has been established, your name will remain on the list for a period of one (1) year.

IMPORTANT NOTICE TO VETERANS

A member in good standing of a reserve component of the armed forces of the United States, including the Ohio National Guard, who successfully completes the member’s initial entry-level training shall receive a credit of fifteen percent (15%) of the person’s total grade given in the examination in which the person receives a passing grade.
