JOB SUMMARY

Manages the wastewater treatment plant maintenance program to optimize effectiveness, contain costs and support the operation of the plant. Responsible for developing maintenance targets and goals and implementing continuous improvement to the maintenance processes. Oversees and analyzes asset performance, failure probabilities and business risk exposure to determine the most effective maintenance, condition monitoring and renewal strategies. Organizes and procures resources to ensure efficient coordination of maintenance activities. Provides technical guidance to staff on mechanical or electrical problems. Develops and implements change management strategies to facilitate continuous improvement maintenance objectives. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Responsible for managing the plant's maintenance program, which includes mechanical, instrumentation and electrical equipment, buildings and grounds. Directs, develops and implements short and long-term goals and priorities for the plant maintenance program to meet established metrics. Responsible for overseeing, assessing, evaluating and improving the plant's maintenance program. Develops and adjusts the preventive, predictive and repair maintenance program. Participates in the development of an annual budget and budget meetings.

- Plans and manages complex maintenance projects. Oversees the installation and testing of new or rebuilt equipment. Investigates all equipment failures utilizing root cause failure analysis. Coordinates multi-disciplined maintenance activities with O&M staff, maintenance vendors, Engineering and Construction (E&C) and other contractors.

- Responsible for leading, developing and engaging the plant maintenance team. Responsible for initiating the selection and promotion process. Provides coaching, mentoring and managing of performance of staff. Responsible for assessing performance, providing constructive feedback, documenting discipline issues and taking corrective action as needed. Responsible for maintaining positive morale, resolving disputes and maintaining discipline of staff. Holds grievance or disciplinary hearings as needed. Responsible for time tracking including approving time worked and time off requests in the Human Resources Information System (HRIS). Responsible for supervising work of contractors, as needed.

- Works with department managers to assess, evaluate, and improve maintenance management system outputs to ensure quality to minimize the Sewer District's risk for permit violations and to meet key performance indicators. Ensures standardization of maintenance practices and continuous improvement initiatives are implemented across all Sewer District treatment facilities.

- Works with subordinates to develop and implement related goals and monitors the alignment of goals. Works with staff to help prioritize work and keep projects and programs on track.

- Reviews and evaluates engineering designs, plans, and specifications for recommendation. May manage projects and prepare specifications for bid documentation.

- Assists with the development of required monthly Key Performance Indicator (KPI) reports.

- Takes an active role and may lead team meetings regarding design changes, inspections and progress of projects.

- Communicates regularly with maintenance technicians and other Sewer District employees to ensure effective two-way communication concerning maintenance issues.

- Serves as Superintendent - Plant Maintenance in their absence.

- Ensures proper usage of emergency response plans and actively participates in crisis management response drills.

- Performs skilled maintenance work in emergency situations.

- Keeps informed of new technology, trends and techniques in the maintenance industries.

- Executes various special projects as needed.

- Performs other duties of a similar nature as may be required.

MINIMUM JOB REQUIREMENTS

EDUCATION

- Candidate must possess a bachelor's degree, in Engineering or Engineering Technology or a closely related field OR the candidate must have completed formal maintenance training program.

- Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.

EXPERIENCE

- Candidate must possess five (5) years of mechanical, electrical or instrumentation maintenance experience beyond apprenticeship, formal training or associate degree.

- Experience must include three (3) years of supervising, managing and/or leading people, projects or processes.

- Experience in working with Collective Bargaining Union workforce and contractors is preferred.

- Wastewater experience is preferred.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

- Candidate must possess a valid driver's license with a driving record in accordance with the Sewer District's acceptable guidelines.

- Possession of a Class II Wastewater Operations license is preferred.

KNOWLEDGE, SKILLS AND ABILITIES

- Candidate must possess knowledge of the principles of operation, maintenance and repair of pumps, valves and other related mechanical equipment and/or electrical equipment, programmable logic controllers (PLCs), instrumentation and electronic systems.

- Candidate must possess the ability to instruct, train and coach others, to include Sewer District processes and maintenance operating systems is required.

- Candidate must be able to work independently and make decisions relative to mechanical and/or electric maintenance and work methods.

- Candidate must be able to read and interpret schematic diagrams, blueprints, wiring diagrams, schematics, operating and maintenance instructions and procedure manuals.

- Candidate must understand and apply a variety of technical instructions in text, mathematical or diagram form.

- Candidate must possess effective communication skills (both written and verbal), as well as a superior commitment to high quality service to all levels within the organization and to external organizations, partners and customers.

- Candidate must be able to establish and maintain effective working relationships with supervisors, co-workers, other employees throughout the Sewer District and consultants.

- Must possess attention to detail and organizational skills, time management, multi-tasking skills to work on multiple tasks simultaneously, and the ability to perform related tasks, including but not limited to participating in the development and implementation of the annual budget.

- Candidate must be able to utilize Microsoft Office Suite and must have the ability to work effectively with Computerized Maintenance Management Systems (CMMS) and instruct others on its operation.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position the employee must be able to analyze, comprehend, interpret, coordinate, and negotiate. Ability to interact and communicate while exhibiting strong decision-making skills, general intelligence, numerical intelligence, organization skills, problem solving skills, and resiliency is required. Physical work will need to be performed, such as standing, walking, sitting, climbing, balancing, bending, crouching, reaching, feeling, simple grasping, fine manipulation, typing, and talking. Ability to lift, push, and pull up to 20 lbs. on an occasional basis. Lifting over 20 lbs. should be completed with assistance. Position will require visual demands of near and far acuity, depth perception, accommodation and color vision. Ability to enter a plant environment with extremely loud noise exposure is required. Exposure to respiratory hazards, work around large machinery, work at heights, and outdoor work is encountered in this position.

Pay Range: USD, Commensurate with Experience

$101,232 - $126,539
