Job Description

Position Summary:

The Talent Developer is a vital connector between job seekers and employment opportunities. This multifaceted role supports WIOA-enrolled participants through personalized career coaching, job readiness support, and direct job placement assistance. The role also involves employer outreach and recruiting for open positions, bridging the gap between job seeker skillsets and business hiring needs. This individual will provide case management services, facilitate work-based learning programs, and ensure program compliance — all with a focus on helping individuals overcome barriers and achieve sustainable employment.

Responsibilities:

Talent Development & Job Coaching:

  • Conduct intake assessments to determine WIOA eligibility, career interests, skills, and barriers.
  • Develop Individual Opportunity Plans (IOPs) for participants in the WIOA Adult and Dislocated Worker programs.
  • Provide tailored coaching in job readiness, resume writing, interview preparation, and workplace skills.
  • Work closely with Pathway Specialists to refer participants through training programs, certifications, or work-based learning opportunities.
  • Monitor participant progress and provide ongoing support and resource navigation.
  • Evaluate employment outcomes post-placement, ensuring compliance with program benchmarks and continuous improvement of service delivery
  • Monitor participant progress and retention through consistent follow-ups (Callfire) and case documentation to ensure alignment with WIOA performance metrics.
  • Facilitate group orientations, assessments, and career readiness workshops as needed.
  • Support Workforce Experience Navigators, as needed

Recruitment & Placement:

  • Source job opportunities by collaborating with Business Solutions Representatives working with employers, staffing agencies, and industry partners.
  • Match WIOA participants with appropriate job openings and facilitate referrals to hiring managers/employers.
  • Organize and lead recruitment events, employer spotlights, and job fairs.
  • Provide post-employment coaching to ensure job retention and career advancement.

Employer Engagement:

  • Collaborate with the Business Solutions Representatives to understand labor market demands and hiring trends.
  • Promote employer services such as On-the-Job Training (OJT), customized training, and wage subsidies.
  • Work closely with employers to gather feedback on candidate performance and workplace fit.

Program Compliance & Reporting:

  • Accurately document case notes, services provided, and outcomes in workforce system ARIES, and PCRecruiter.
  • Ensure timely follow-up and tracking of employment, credentials, and retention per WIOA performance metrics.
  • Ensure strict confidentiality and compliance with data protection by securely handling and maintaining Personally Identifiable Information (PII) in accordance with organizational policies and industry standards
  • Perform all other duties as assigned by senior management, or Executive Director.

Qualifications:

  • Associate or Bachelor’s degree in Human Services, Workforce Development, Counseling, Education, Business, or related field.
  • 2+ years of experience in career coaching, workforce development, recruiting, HR, or case management.
  • Strong knowledge of WIOA services and local workforce systems preferred.
  • Excellent communication, interpersonal, and relationship-building skills.
  • Proficiency in Microsoft Office Suite and workforce case management systems.
  • Ability to multitask and work with individuals from diverse backgrounds, including those with barriers to employment.
  • Valid driver’s license and reliable transportation required for community and employer outreach.

 

Working Conditions:

  • Office-based within the Job Center, with occasional travel to employer sites, job fairs, and community partner locations.
  • Standard business hours, with occasional evenings or weekends required for events or participant needs.
