Salary Range: $41,000-$44,000 ---

Position Summary:

The Pathway Specialist serves as a dedicated WIOA Career Coach who works closely with job seekers to help them overcome employment barriers and pursue meaningful, sustainable careers. This position provides comprehensive case management, guiding individuals from intake through placement and retention. The Pathway Specialist assists with eligibility, career planning, training referrals through Individual Training Accounts (ITAs), and supportive services. The role also includes occasional facilitation of group assessments, participation in community outreach events, and support for the RESEA (Reemployment Services and Eligibility Assessment) program as needed.

Responsibilities:

Case Management & Participant Support:

· Conduct WIOA eligibility determination, intake, and enrollment for the Adult and Dislocated Worker programs.

· Develop and manage Individual Opportunity Plans (IOPs) that outline clear career goals, action steps, and training paths.

· Identify and assist with the removal of barriers to employment (e.g., transportation, childcare, housing, legal, digital access).

· Provide ongoing one-on-one coaching to support job search efforts, training progress, and employment retention.

· Connect participants to supportive services and community resources.

· Evaluate employment outcomes post-placement, ensuring compliance with program benchmarks and continuous improvement of service delivery

· Monitor participant progress and retention through consistent follow-ups (Callfire) and case documentation to ensure alignment with WIOA performance metrics.

Training Coordination & ITAs:

· Guide participants through career pathways and in-demand occupations aligned with local labor market needs.

· Coordinate and monitor Individual Training Accounts (ITAs) for eligible participants seeking occupational skills training.

· Work with training providers to ensure programs meet WIOA eligibility, credentialing, and performance standards.

· Track participant progress through training and ensure credential attainment.

Group Facilitation, RESEA & Outreach:

· Facilitate group orientations, assessments, and career readiness workshops as needed.

· Provide support for the RESEA (Reemployment Services and Eligibility Assessment) program, including referrals to WIOA.

· Attend and represent the organization at community events, job fairs, and partner outreach activities to build awareness of services and connect with potential participants.

Documentation & Compliance:

· Maintain accurate, timely, and compliant documentation in the workforce case management systems, ARIES and PCRecruiter.

· Track participant outcomes and ensure compliance with WIOA performance indicators and local policies.

· Prepare reports, case notes, and follow-up documentation in accordance with program standards.

· Ensure strict confidentiality and compliance with data protection by securely handling and maintaining Personally Identifiable Information (PII) in accordance with organizational policies and industry standards

Collaboration:

· Coordinate with internal teams, training providers, and community partners to ensure wraparound services and successful participant outcomes.

· Work in tandem with Business Solutions staff to align training and job placement with employer demand.

· Support Workforce Experience Navigators, as needed.

· Perform all other duties as assigned by senior management, or Executive Director.

Qualifications:

· Associate or Bachelor’s degree in Workforce Development, Human Services, Counseling, Education, or related field.

· At least 2 years of experience in case management, career coaching, social services, or workforce development.

· Knowledge of WIOA eligibility, ITA processes, and workforce programs preferred.

· Strong interpersonal, motivational, and problem-solving skills.

· Ability to manage multiple caseloads and adapt to changing priorities.

· Proficiency in Microsoft Office and client tracking databases.

· Valid driver’s license and reliable transportation may be required for outreach or training site visits.

Working Conditions:

· Primarily office-based within the Job Center.

· Occasional travel to training providers, partner agencies, community events, or off-site workshops.

· Standard business hours with occasional evenings or weekends based on client needs or outreach events.
