JOB DUTIES:
Directs, coordinates, and manages programs such as Workforce Innovation and Opportunity Act (WIOA), Ohio Works First (OWF), Supplemental Nutritional Assistance Program Employment and Training (SNAP E&T), Comprehensive Case Management Employment Program (CCMEP), and Business Services. Oversees and guides all client service activities within OhioMeansJobs (OMJ), ensuring smooth operations and efficient delivery of services. Directs the assessment process for OMJ customers, overseeing implementation and adherence to established procedures. Directly supervises staff and plays a pivotal role in establishing work policies and performance standards including assessing the need for new staff members, conducting interviews and providing recommendations for hiring decisions. Assigns duties, tracks employee progress, providing redirection and implementing improvement plans as necessary to ensure optimal performance. Initiates disciplinary actions as corrective measures when needed and recommends employee termination when necessary. Leads training initiatives to ensure staff are equipped with necessary skills and knowledge. Reviews and approves/denies employee leave requests, creates/monitors staff goals, completes performance evaluations, and addresses any grievances raised by staff. Assists with writing and/or updating local program plans and guidelines. Monitors funding for assigned program areas to ensure effective utilization and compliance with funding requirements. Maintains program integrity by ensuring staff adhere to established federal, state, county, and local laws, rules, and regulations. Manages complaints, disturbances, and other issues as they arise, working to resolve them efficiently and effectively. Contributes to the daily operations of OMJ, working collaboratively within a team environment to provide backup support as needed, and assisting with tasks and initiatives necessary to support the overall success of the programs and OMJ.

Monitors customer referrals to community-based organizations and other workforce development programs. Interprets programing policies, maintaining compliance, and initiating appropriate contact with ODJFS for guidance as needed. Conducts quality control over caseloads to ensure adherence to program standards and objectives. Assist in the establishment and implementation of staff development/training and divisional policies and procedures. Plans and develops ongoing agendas, establishing performance standards and implementing efficient workflow systems within each team/unit. Gathers relevant data, compiles it into comprehensive reports and ensures the completion of all necessary documentation. Responsible for developing and maintaining corporate business partners, site tours, trainings, and public relations. Communicates with community partners/agencies and the business community concerning the facilitation of services for customers and workforce development programs. Provides recommendations to OMJ Administrator regarding divisional issues and/or needs and works to streamline and monitor programs. Attends meetings, conferences, hearings, and training sessions as needed to remain current in procedures, techniques, and best practices. Duties performed in the office and in the field.

New and other related duties as assigned. Works as part of team performing work of various kinds in order to function as back-up to assist others as required. As operational needs arise, may be required to assume additional duties of position within same classification.

Works alone or with other persons in short or long-term team projects to resolve problems or conflicts in operations or to complete assigned projects at the direction of supervisor or Department Head when assigned. Works aggressively to reduce or eliminate safety/risk concerns in current position or work location. Reports safety/risk management issues to immediate supervisor.


MINIMUM QUALIFICATIONS:
Must have and maintain a valid Driver’s License with an acceptable driving record. Eighteen months of experience as an employment consultant, program manager, training officer, team leader or similar position.

- or completion of undergraduate major core course work in business, human resource, behavioral sciences, public administration or related field. Also requires three years’ experience in an employment service agency or similar environment and two courses or twelve months experience in typing, keyboarding, database and spreadsheets, Microsoft Office Suite preferred.

- or 2 courses or 12 months experience in business administration, one course or six months experience in interviewing techniques, business math, employment counseling techniques, and technical writing. Also requires three years’ experience in an employment service agency or similar environment and two courses or twelve months experience in typing, keyboarding, database and spreadsheets, Microsoft Office Suite preferred.

ADDITIONAL INFORMATION:
Applicants must meet the minimum qualification requirements stated above. Military education and experience may be substituted for college and vocational certificate level course work on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations. For consideration, please include a military transcript and/or Form DD214 with your application. Conditions and procedures for selection will be consistent with Clermont County Personnel Policy and/or Collective Bargaining Agreements, if applicable. Also, certain classifications, because of the nature of the work, require pre-placement and/or periodic physical examinations which may include drug/alcohol screening tests. Employment in a position with Clermont County Department of Job and Family Services is contingent upon successful completion and favorable adjudication of a criminal background check conducted by the Ohio Bureau of Criminal Investigations and the Federal Bureau of Investigations.
