Job Description

GENERAL DESCRIPTION:
The Public Works Director plans, organizes, directs and coordinates the activities for the divisions within the public works department, and provides input and managerial control over the city’s Capital Improvement Program.

QUALIFICATIONS: An example of acceptable qualifications:
Bachelor of Science Degree in Civil Engineering.; experience in a municipal or county public works organization, with five (5) years of supervisory experience, preferably in the State of Ohio; experience in the development and construction of public works projects including surveying, legal descriptions, plan preparation, specifications, estimates, and planning or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.

LICENSURE OR CERTIFICATION REQUIREMENTS:
Must possess and maintain a valid Ohio driver’s license and be eligible for coverage under the City’s vehicle insurance provider; preferred Professional Engineering Certification from the State of Ohio; a registered surveyor licensed in the State of Ohio is desirable.

EQUIPMENT OPERATED: The following are examples only and are not intended to be all inclusive:
Computer, printer, typewriter, calculator, communication devices, copy machine, fax machine, recorder, and other standard business office equipment, backhoe, plow truck, loader, jack hammer, boom truck.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:
The employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); ascends and/or descends ladders, stairs, or scaffolds; works in a confined space; works in an area in which means of egress is or can be obstructed; works with moving mechanical parts of equipment of machines (e.g., backhoes, wheel ladder, or leaf collector); has exposure to fire, hot, cold, wet, humid, or windy weather conditions; contact with potentially violent or emotionally distraught persons; exposure to hazardous driving conditions; occasionally lifts objects 30 pounds or less; occasionally carries objects 30 pounds or less; occasionally pushes objects 30 pounds or less; occasionally pulls objects 30 pounds or less.

Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered sedentary work.

In cases of emergency, unpredictable situations, and/or department needs, may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.


JOB DESCRIPTION AND WORKER CHARACTERISTICS
JOB DUTIES in order of importance

ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:

30% (1) Sets priorities for the department; establishes organizational structure and function; administers the Five-Year Capital Improvement Plan, including making recommendations to the City Manager on changes in priorities.

20% (2) Assists in the development and management of the annual operating and capital budgets for the department; prepare and apply for grants from various Federal and State agencies.

20% (3) Manages software programs for the department, including City Works, Facility Dude, and Street Logix; Operates as the City Engineer for the City.

15% (4) Provides tax training for new employees and providing tax-related continuing education for all department staff; be a resource of tax knowledge for the Revenue Collections Division’s Account Clerks.

(5) Coordinating emergency responses to disasters which require multiple Public Works Department division involvement; works with the media to provide information on public works issues, including the preparation of press releases and appearances on radio/television programs.

10% (6) Develops posts for the City’s web site and social media outlets; performs research as requested by the City Manager on public works-related issues.

5% (7) Serves as a member of the Policy Committee for the North Central Ohio Solid Waste Management District; attends meetings of the City Council.

(8) Meets all job-safety requirements and all applicable OSHA safety standards that pertain to essential Functions; maintaining LPA certification with the Ohio Department of Transportation.

(9) Demonstrates regular and predictable attendance.
