Description

The Executive Director, GOWBI is the officer that has full authority in the management of the Board’s affairs. The primary responsibility is to ensure that the system effectively meets the needs of employers and job seekers and is integrally connected to the diverse economic development strategies of the counties it represents. In addition, the Executive Director ensures consistent implementation of board policies in the sub-areas (counties), compliance with federal and state statutory and regulatory requirements and technical assistance to local sub-grantees in the implementation of programs and services related to the Workforce Innovation and Opportunity Act (WIOA). The Executive Director oversees and supervises both an Administrative Office (operated at Clark State College) and a Fiscal Office (operated at Montgomery County). The Executive Director establishes an annual operating budget. The Executive Director liaises with numerous organizations to ensure appropriate collaboration and effective policies (e.g., The Consortium of County Commissioners of the Greater Ohio Workforce Board, The Ohio Department of Job and Family Services, The Governor’s Office of Workforce Transformation, The County Commissioners Association of Ohio, The Ohio Manufacturers Association, local and regional economic and workforce development organizations, JobsOhio and its affiliates, community colleges and tech centers, and legislators.

  • Manages team who develops, implements, and monitors employment and training programs under the auspices of the Board and facilitates the investigation of fraud, program abuse, or misconduct allegations pertaining to WIOA sub grantees.
  • Manages administrative functions including staff, facilities, information systems, documents, and equipment.
  • Develops and implements long-range business and marketing plans with annual operational initiatives, objectives, outcomes, procedures, timelines, and measurable performance criteria related to workforce development programs.

  • Initiates, develops, and supports strategic alliances and partnerships with business and industry, as well as other community agencies.

  • Directs the development of studies and analysis relative to community employment needs and labor market information.

  • Establishes goals and priorities for the allocation of the Board's resources and proposes, develops, allocates, and administers federal, state, local, and private grant funding in adherence to the Board's resolutions.

  • Identifies and promotes best, innovative, and promising practices to facilitate continuous improvement for workforce programs.

  • Performs all other duties as assigned by the supervisor.

Knowledge and Skills

Experience
Five years to ten years of similar or related experience.

Education
A Bachelor's degree.
Certificates, Licenses, and Registrations: Requires travel to multiple locations; a valid driver's license and/or dependable transportation is required.

The ability to motivate or influence others is a material part of the job, requiring a significant level of diplomacy and trust. Obtaining cooperation (internally and/or externally) is an important part of the job and a high level of interpersonal skills is critical to the success of this position. Work frequently involves contacts requiring considerable discussion of problems, material presentations, and resolving issues impacting departments or divisions.

Physical Requirements

The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items, driving an automobile, etc. No special physical demands are required to perform the work. 

Work Environment

Regular exposure to favorable conditions such as those found in a normal office.
