Position Overview
IS4S is seeking a Senior Program Manager to support the development, integration, test, production, and fielding of complex defense systems. This role serves as the program’s lead scheduler while also supporting platform studies, trade analyses, and acquisition planning activities across multi-IPT, multi-vendor efforts.
The position supports programs executed under the DoD 5000-series acquisition framework, including Middle Tier of Acquisition (MTA) and Major Capability Acquisition (MCA) pathways for ACAT I-D and ACAT II programs. The role works closely with government program offices while maintaining responsibility for contractor-owned execution planning, schedule integrity, and integration analysis.
Key Responsibilities
Serve as the integration contractor’s lead scheduler, owning the Integrated Master Schedule (IMS)
Develop, maintain, and control IMS baselines with sufficient rigor to support execution, risk identification, and decision-making
Integrate schedules across internal teams, subcontractors, and external partners
Apply EVMS or EVMS-like schedule and performance management practices, including baseline control, status collection, variance analysis, and corrective action planning
Conduct critical path analysis, Schedule Risk Assessments (SRA), and schedule impact analyses to inform internal and government leadership
Produce Tier 0 / Tier 1 executive schedule views aligned to contractual milestones, acquisition events, and technical reviews
Lead or support platform studies, trade studies, and analyses of alternatives in support of new-start programs, modernization efforts, and capability insertion initiatives
Develop study-specific execution plans and Integrated Master Schedules, including identification of study phases, decision points, dependencies, and required inputs across IPTs and vendors
Define and manage study assumptions, constraints, success criteria, and evaluation frameworks in coordination with engineering, integration, and program leadership
Assess cost, schedule, performance, integration, and risk impacts of alternative platform concepts, architectures, or integration approaches
Translate study results into schedule-informed recommendations, including impacts to acquisition pathway selection (MTA vs. MCA), milestone timing, and transition planning
Assess cost, schedule, performance, integration, and risk impacts of alternative solutions or architectures
Support execution aligned with DoDI 5000.02 / 5000.85 / 5000.87, including planning and transition activities between MTA and MCA pathways
Support ACAT I-D and ACAT II program execution, milestone preparation, and technical review activities
Identify execution risks early and support development of mitigation strategies across all phases of the program lifecycle
Required Experience & Qualifications
10+ years of relevant experience supporting or leading complex defense or aerospace programs
Demonstrated experience owning Integrated Master Schedules for multi-discipline, integration-focused programs
Experience applying EVMS or EVMS-like rigor, including schedule baseline management and performance analysis
Experience conducting Schedule Risk Assessments (SRA) and “what-if” execution analyses
Experience supporting execution across development, integration, test, production, and fielding phases
Working knowledge of DoD 5000-series acquisition policy, including MTA and MCA pathways
Familiarity with ACAT I-D and/or ACAT II program environments
Strong ability to communicate complex schedule and analytical data to internal leadership and government stakeholders
Education
Bachelor’s degree in a relevant field or equivalent professional experience demonstrating the knowledge, judgment, and execution capability required for this role
Advanced degrees or professional certifications (PMP, PMI-SP, DAWIA, EVMS) are desirable but not required
Desired
Prior experience supporting AFLCMC or similar DoD integration programs
Experience supporting MTA to MCA transitions
Active or eligible security clearance
