POSITION SUMMARY
The city manager is a detail-oriented professional public relations position coordinating and leading communication efforts for the City Manager’s Office and all City departments. This professional public relations role is responsible for managing internal and external communications, media relations, social media, website content, newsletters, crisis communications, and marketing initiatives. The position ensures accurate, timely, and consistent messaging to residents, media, and community stakeholders. Occasional evening and weekend work is required.
KEY RESPONSIBILITIES
- Develop, implement, and update the City’s communication strategy for public outreach and media relations, including emergency communications
- Maintain cross-department communication and distribute timely public updates (road closures, water main breaks, safety issues, power outages, etc.)
- Coordinate crisis management and emergency communication procedures
- Manage and oversee all communication channels including website, social media, print, video, and public relations initiatives
- Develop, write, and coordinate newsletters, mailings, and public notices with department leaders
- Meet regularly with department heads to gather information on projects, initiatives, and accomplishments for public dissemination
- Develop and oversee programming, training, and use of City media facilities
- Manage media relations, complaints, and public service requests
- Develop and deliver training for employees on media relations, public communication, and complaint handling
- Create and execute marketing campaigns to support City departments and strategic initiatives
- Assist departments with sponsorship development
- Arrange or perform photography and videography for City events
- Coordinate branding and marketing strategies as directed by the City Manager
- Prepare speeches, presentations, and remarks for the City Manager
- Provide communication recommendations to the City Manager (does not establish policy)
- Manage departmental communication budget
- Present and respond to City Council communication inquiries as requested
- Represent the City Manager in their absence when required
- Perform related duties as assigned
- Strong written and verbal communication skills
- Ability to write and edit clear, accurate, and engaging content (newsletters, press releases, speeches, scripts, public notices)
- Ability to manage sensitive and confidential information with discretionAbility to coordinate multiple projects and deadlines independently
- Ability to establish effective working relationships with City staff, media, Council, and the public
- Ability to speak confidently on behalf of the City
- Bilingual English/Spanish preferred
- Frequent bending, standing, walking, and stair climbing
- Occasional lifting or pushing of light to moderate weight (2–19 lbs)
- Must be available for occasional evening and weekend meetings, events, and special activities
QUALIFICATIONS
- Bachelor’s degree in public relations, Communications, Journalism, or a related field (preferred)
- Minimum of two (2) years of related work experience
- Equivalent combinations of education and experience may be considered
- Valid Ohio Driver’s License required upon appointment
- Municipal government operations and legislative/administrative processes
- Public relations, communications principles, and media relations
- Microsoft Office applications, graphic design, desktop publishing, and email systems
- Social media platforms and digital/video communication trends
- City policies and operating procedures (may be acquired after hire)
