Director of Development
As the Director of Development at CostQuest Associates, you will provide strategic and technical leadership for the development team responsible for building our data-driven software products and platforms. You will guide architectural direction, oversee development operations, and ensure the successful delivery of scalable solutions used by government agencies and major broadband industry clients.

In this role, you will manage cross-functional development teams, drive technology modernization, and foster an engineering culture focused on quality, security, innovation, and predictable delivery. You will work closely with Product, Data Science, GIS, and Executive Leadership to align development priorities with business goals and support CQA's continued growth in data analytics and the broadband consulting space.

Position Responsibilities

Provide strategic leadership and oversight for the software organization, spanning architecture, engineering, and cloud/platform operations.

Develop, communicate, and manage the technical roadmap for CQA's platforms, APIs, databases, and analytic tools.

Lead and mentor development managers and technical leads; develop hiring plans to support team growth.

Ensure high-quality, scalable, and secure development practices across all systems and services.

Oversee the design and implementation of full-stack architectures supporting large-scale geospatial and economic datasets.

Partner with Product and Data teams to translate business requirements into scalable technical solutions

Drive best practices in CI/CD, code quality, automated testing, and deployment workflows.

Manage development timelines, prioritization, and resource allocation across multiple concurrent projects

Oversee production support, performance optimization, and incident response processes

Develop documentation standards and ensure consistent adherence across engineering teams

Evaluate new technologies, tools, and architectures to advance CQA's technical capabilities.

Ensure compliance with U.S. government security, reliability, and data-handling requirements.

Education:

Bachelor's degree in Computer Science, Software Engineering, Information Systems, or related field (Master's preferred).

Required Skills:

10+ years of software development experience, including 5+ years in technical leadership or a director-level role.

Proven leadership of development teams building cloud-native data or SaaS products.

Expertise in orchestrating modern full-stack development across backend and frontend, using backend Python and C#, and frontend JavaScript/TypeScript for both APIs/services and modern web UIs.

Strong knowledge of SQL and relational database design; experience with large, complex datasets.

Experience with public cloud services across compute/containers, managed databases, serverless, networking, object storage, and API management.

Experience designing and developing scalable APIs and backend services.

Experience incorporating Artificial Intelligence techniques (ML/CV) into products and workflows with strong governance and security.

Familiarity with GIS and/or broadband-related datasets (preferred).

Excellent communication, planning, and collaboration skills.

Ability to work in a fast-moving environment and make strategic decisions with incomplete information.
