Job Description

JOB DUTIES
Conducts face to face interviews of participants to assess potential employability and self-sufficiency. Develops a cooperative plan with the participant to identify the steps to be taken to achieve and maintain self-sufficiency. Provides linkage with other agency departments as well as community agencies for the purpose of identifying available resources or employment. Counsels participants in the development of an employability plan. Provides linkages with the child support enforcement agency, children's service agency as well as social services. Assumes case management responsibilities for the participant and arranges for supportive services as needed. Conducts interactive interviews via the computer system, determine/redetermine eligibility for financial assistance, food stamps, medical assistance, prevention, retention and contingency, child care and work force development. Provides information regarding the regulations governing assistance, and participant rights and responsibilities. Makes necessary case changes and determines continuing eligibility for assistance. Completes necessary forms and other documentation to substantiate the eligibility decision and level of benefits. Assess/reassess OWF and Food Stamp recipients/applicants for job readiness and work requirement activities.

Based upon self-sufficiency plan developed with the participant, establishes time frames for meeting goals and final self-sufficiency. Identifies barriers to achieving goals and develops viable strategies to remove barriers. Identifies services needed to meet the participants needs. Conducts interviews as necessary for service planning.

Investigates case discrepancies on cash, food stamps, and medical services. Refers appropriate cases to benefit recovery. Acts as an agency representative at state hearings, prepares necessary documentation for the hearing and takes necessary action as ordered by the hearing decision. Conducts follow up on various case inquiries, case alerts, match listings or special reviews and makes appropriate adjustments. Monitors the appropriateness and effectiveness of the O.W.F., workforce development plan, developed with the participant for impact on the self-sufficiency plan and makes recommendations for appropriate adjustments to achieve desired goals.

Participates in unit meetings, agency training and conferences as assigned. Gathers and reports statistical information on cases for requested reports.

Inherently hazardous or physically demanding working conditions:

Environmentally controlled work setting. Involves physical effort at the level normally found in office work. Work is largely sedentary, occasional lifting and/or carrying small objects, occasional walking or standing.

May encounter irate customers or individuals; may have some exposure to individuals with contagious or communicable disease; is occasionally exposed to unsanitary conditions (insect infestation, bodily wastes), odors; may have some exposure to common chemicals found in an office environment, such as toner and correction fluid.

KNOWLEDGE & ABILITIES
Knowledge of:
Safety practices (OSHA and other federal regulations), public relations, human relations, agency policies & procedures (agency personnel policy manual), counseling, interviewing, office practices and procedures; federal, state and local laws, rules and regulations governing eligibility for public assistance programs, social welfare issues, public assistance, employment assessments, computer operations, relevant agencies and community programs for referrals, psychological barriers to employment (e.g., low self esteem abusive relationships),research techniques, eligibility overpayments & under-issuances, social welfare issues; JOBS, LEAP, WEP programs, telephone operation, intermediate mathematics.

Skills: Typing, counseling, oral communication, organization, computer operations, writing, interviewing.

MINIMUM QUALIFICATIONS
Completion of associates degree in Social Science or related field.
OR Completion of under graduate major core course work in related field.
OR Employed in current workforce with two (2) years experience within the series as of
January 1, 2015.
