Edison State Community College invites qualified candidates to apply for the full-time position of Facilities Operations Supervisor. The Facilities Operations Supervisor is responsible for directing and overseeing the daily activities of all Facilities Maintenance and Environmental Services staff required to perform the general upkeep, repair, and operation of campus buildings, grounds, and utility systems at Edison State Community College. This position manages janitorial services, general building repairs, and the operation, monitoring, and maintenance of all major building systems, including HVAC, Building Automation Systems (BAS), fire and emergency alarm systems, sprinkler systems, electrical systems, plumbing, and related mechanical and life safety systems. The Facilities Operations Supervisor ensures facilities are maintained in safe, functional, efficient, and compliant condition in support of the college’s instructional and operational mission.

Essential Duties and Responsibilities:

  • Direct and oversee daily facilities operations, including building maintenance, custodial services, grounds, and utilities.
  • Continually monitor campus facilities to determine the condition of buildings, grounds, and building systems.
  • Receive, review, prioritize, and assign work order requests submitted by faculty, staff, and the community.
  • Diagnose maintenance and operational issues and initiate appropriate corrective actions.
  • Plan, schedule, and oversee routine, preventive, and corrective maintenance activities, including cleaning and janitorial assignments.
  • Establish daily and long-term work priorities and issue work orders.
  • Supervise Maintenance and Environmental Services staff and skilled trades personnel.
  • Train, instruct, assign, and evaluate staff; inspect completed work to ensure quality, safety, and compliance.
  • Supervise and coordinate outside contractors, vendors, and service providers.
  • Perform or oversee complex repair and maintenance tasks as required.
  • Oversee maintenance of structures, furnishings, equipment, floor coverings, acoustical ceilings, plumbing, heating, air conditioning, electrical, and related systems.
  • Oversee the operation, monitoring, adjustment, and optimization of HVAC controls and Building Automation Systems (BAS), including scheduling, alarms, troubleshooting, energy management, and coordination with BAS vendors.
  • Ensure proper operation and maintenance of HVAC systems, boilers, chillers, compressors, pumps, cooling towers, electrical systems, plumbing, fire alarms, and sprinkler systems.
  • Prepare scopes of work, and basic work plans for maintenance, repair, and minor improvement projects.
  • Assist with capital projects, renovations, and campus improvements.
  • Order, issue, and manage tools, equipment, and supplies; maintain materials and equipment inventories.
  • Maintain accurate time, labor, cost, and maintenance records using CMMS and related systems.
  • Respond to facilities-related emergencies and operational issues as required.
  • Ensure compliance with all applicable local, state, and federal regulations, including OSHA, ADA, fire/life safety, and environmental health standards.
  • Participate in long-range facilities planning, sustainability initiatives, and energy-efficiency efforts.
  • Collaborate with academic and administrative departments to support instructional programs, campus events, and operational needs.
  • Develop and manage staff schedules, including vacation, relief, emergency, and after-hours coverage.
  • Assess need for overtime, including approval and budgeting.
  • Complete annual performance evaluations for the maintenance staff.
  • Responsible for policy compliance of maintenance team.
  • Conduct performance improvement plans when needed.
  • Other duties as assigned or required.

Required Knowledge, Skills, and Abilities:

Knowledge of:

  • Building maintenance and repair methods, materials, tools, and equipment.
  • Operation, maintenance, and repair of building mechanical, electrical, plumbing, and life safety systems.
  • HVAC systems, including boilers, chillers, compressors, pumps, and cooling towers.
  • Building Automation Systems (BAS) and computer-based HVAC controls, including system monitoring, scheduling, alarms, and optimization.
  • Housekeeping and janitorial practices and standards.
  • Safety standards, building codes, regulations, and safe work practices.
  • Computerized Maintenance Management Systems (CMMS).
  • Microsoft Word, Excel, and Outlook.

Ability to:

  • Plan, schedule, train, and supervise the work of maintenance and environmental services staff.
  • Perform and oversee complex repair and maintenance tasks.
  • Work effectively under general direction and exercise independent judgment.
  • Read and interpret technical drawings, specifications, and manuals.
  • Maintain accurate records and prepare basic reports.
  • Coordinate campus maintenance activities with faculty, staff, and other departments.
  • Apply principles and practices of effective supervision and leadership.
  • Contract oversight of vendors, consultants, and outside contractors.
  • Manage multiple priorities in a fast-paced campus environment.

 Required Experience:

  • Five (5) or more years of progressively responsible experience in facilities maintenance or operations in an educational, institutional, large commercial, healthcare, or manufacturing environment.
  • Two (2) or more years of experience as a lead worker, group leader, or supervisor of facilities or maintenance staff.

An equivalent combination of education, training, and experience that demonstrates the required knowledge, skills, and abilities may be considered.

Education and Certification Requirements:

Education:

  • Associate degree in Facilities Management, Building Systems, Engineering Technology, HVAC, Construction Management, or progressive relevant field training demonstrated required.
  • Bachelor’s degree in Facilities Management, Engineering, Construction Management, or a related discipline preferred.

Certifications and Licenses:

  • HVAC, Building Automation Systems (BAS), or MEPT trade certifications required, or an equivalent combination of technical certifications and documented in-house training.
  • Facilities management certifications such as Certified Facility Manager (CFM) or Facilities Management Professional (FMP) preferred.
  • OSHA safety training or certification preferred.
  • Valid driver’s license required.

Physical and Work Environment Requirements:

  • Ability to walk campus grounds and access mechanical and utility spaces.
  • Ability to climb stairs and ladders and work in confined spaces.
  • Ability to lift up to 50 pounds occasionally.
  • Require evening, weekend, or on-call availability for special events or emergencies.

Supervisory Responsibility:

Supervises Maintenance, Grounds and Environmental Services Leads & Technicians assigned to all three shifts.
