Human Resources Manager

A public-sector organization is seeking a full-time Human Resources Manager to lead, develop, coordinate, and execute all policies and activities related to the human resources function. This role provides strategic and operational HR support across the organization and is responsible for overseeing all core HR functions.

Reporting to executive leadership, the Human Resources Manager will manage recruitment and hiring processes, develop and deliver employee training, oversee benefits administration, and handle employee relations, performance management, compliance, and related HR responsibilities. This position operates as a standalone HR department with no direct reports.

The successful candidate will be a well-rounded HR Generalist with a bachelor’s degree in Human Resources, Business Administration, or a related field, and 3–5 years of progressive HR management experience, including experience in a unionized environment. Working knowledge of employment law and compliance is required. Experience in the public sector is strongly preferred. Professional HR certification (SHRM or HRCI) is preferred.

Proficiency with Microsoft Office Suite and HRIS/Talent Management systems is required.


Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or a related field required
  • 3–5 years of experience in all aspects of Human Resources management, including:
    • Recruiting and onboarding
    • Employee relations and performance management
    • Training and development
    • Benefits and compensation administration
  • Working knowledge of employment law and compliance
  • Experience working in a unionized environment, including grievance handling
  • Public-sector experience strongly preferred
  • SHRM‑CP/SCP or HRCI‑PHR/SPHR certification preferred
  • Excellent written and verbal communication skills
  • Strong analytical, problem‑solving, and interpersonal skills
  • Ability to establish and maintain effective working relationships with employees, leadership, labor unions, and the public
  • Ability to prepare and analyze reports, manage projects independently, and exercise sound judgment
  • Strong organizational skills, attention to detail, and ability to prioritize competing demands
  • Proficiency with Microsoft Office Suite and HRIS/Talent Management systems

Work Schedule

This position is primarily day shift, Monday–Friday, with flexibility required to adjust hours as operational needs arise.
