Normal Hours: 8:00am – 5:00pm (Mon. – Fri.)

Civil Service Status: Unclassified

Pay: Grade 17, Salary range will be between $62,754 - $69,002; depending on experience.

POSITION SUMMARY: Under the direction and supervision of the Administrative Director, the Human Resources position aids in administering human resources policies and procedures; ensuring legal compliance and alignment with agency goals; assist in administering and managing staffing, recruitment, and selection programs; assisting with benefit programs; assisting with employee training and developments; participating in employee discipline process; performing other general human resources duties as assigned in support of the Allen County Regional Transit Authority.

 

QUALIFICATIONS: An example of acceptable qualifications:

Completion of secondary education or equivalent (high school diploma or GED); two years of undergraduate work, including principles of Accounting I and II is required, and five (5) years of recent work experience; Bachelor’s degree from an accredited college or university with major course work in Business, Public Administration preferred; or related field or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.

 

LICENSURE OR CERTIFICATION REQUIREMENTS:

Must possess and maintain a valid State of Ohio driver’s license; must be bondable.

 

EQUIPMENT OPERATED: The following are examples only and are not intended to be all inclusive:

Calculator, computer, computer software (Microsoft Office and other applicable computer software programs), mobile phone, fax machine, copier, scanner, telephone, postage machine, and other standard modern business office equipment, motor vehicle.

 

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:

The employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); ascends and/or descends ladders, stairs; has contact with potentially violent or emotionally distraught persons; this is considered sedentary work and the employee must demonstrate the ability to perform the physical demands required of the position in accordance with the U.S. Department of Labor’s physical demands strength ratings.

 

In cases of emergency, unpredictable situations, and/or department needs,

may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.

 

ESSENTIAL FUNCTIONS OF THE POSITION:

45% (1) Maintains all personnel files, confidential records, health and benefits for all active and terminated employees; assists with recruiting, selecting, hiring, onboarding of new employees, and ADA/EEO compliance; supports management staff by providing human resources information and applications; supports management and employee actions by assisting with research, developing, writing and updating policies and procedures and communicating organizational values; assist in administering Drug & Alcohol program, make drug/alcohol testing decision under post-accident or reasonable cause conditions, assist RTA representative for RTA Substance Abuse Program (including receiving screening information on employees, notifying employees of a random test to be taken, and contact with the MRO for testing purposes); direct oversight in hiring practices, termination proceedings, performance reviews; set, communicates, aligns, and deploys action plan; develops and update position descriptions for ACTRA; assist with new hire employees orientations; acts as the Equal Employment Opportunity (EEO) Officer; act as Risk Manager and handles all Workers’ compensation claims; assist with benefit administration issues for medical, dental, prescription, vision, and life insurance; assists in preparing monthly reports as assigned.

 

30% (2) Prepare monthly reports assigned by Administrative Director; assist in special transportation contracts; prepare contracts for operations; assists the Administrative Director with directing day-to-day activities of staff; assists with preparation; submits weekly payroll to the Administrative Director; act as DBE Liaison Officer; prepares and file unemployment claims; Oversees quarterly 941 reports to IRS; oversees W-2 and 1099 forms.

 

20% (3) Report through the ODODD website; assists with cash management by notifying Administrative Director when cash balance in operating account is above/below targeted balances; monitors all social media including Facebook and ACRTA website.

 

(4) Assist in preparing mileage and ridership reports for grant draws; prepares Ohio Bureau of Employment quarterly reports; coordinates special projects and review work of others.

 

(5) Maintains required licensures and certification, if any.

 

(6) Attends professional education and training conferences, seminars, and workshops, as necessary.

 

(7) Meets all job safety requirements and all applicable safety standards that pertain to essential functions.

 

OTHER DUTIES AND RESPONSIBILITIES:

5% (8) Demonstrates regular and predictable attendance.

 

(9) Performs other related duties as assigned by the Administrative Director or directed in order to promote, further, and ensure the effective and efficient operations of the Allen County Regional Transit Authority.

 

MINIMUM ACCEPTABLE CHARACTERISTICS: (*indicates developed after employment)
