Objectives

Knox County Job & Family Services is seeking a Facilities/Maintenance Supervisor to join the team. This is a full-time position, which is exempt under the FLSA and Classified under Civil Service law. Normal working schedule is Monday through Friday, 8 a.m. to 4 p.m.

Essential Functions

Responsibilities: Supervisor assigns tasks, monitors work product, trains maintenance workers and as needed performs tasks as summarized below. 

1. Maintenance – General Building & Facilities
  • Performs and independently completes skilled and semi-skilled maintenance tasks including carpentry, electrical, plumbing, masonry/cement repair, installation/replacement work, and minor painting.
  • Conducts routine building and equipment inspections; identifies repair needs, safety concerns, and operational issues.
  • Performs preventative maintenance and minor repairs; ensures safe and correct use of all tools, equipment, and materials.
  • Opens and closes facilities, assists with event setup and teardown, and performs general labor to support building operations.
2. Custodial Duties (Integrated)
  • Performs thorough common area cleaning including restrooms, floor care, trash removal, procurement and purchasing, and general interior upkeep as needed to maintain facility standards.
  • Moves furniture, equipment, and materials to support cleaning, maintenance, operations, and events.
3. Supervision & Administrative Responsibilities
  • Independently assigns, prioritizes, and oversees daily work orders for maintenance and custodial operations, ensuring continuity of workflow.
  • Provides direction, guidance, and on-the-job instruction to staff on proper maintenance methods, cleaning practices, equipment use, safety procedures, and quality expectations.
  • Monitors completion and quality of work performed by maintenance and custodial personnel; addresses issues promptly and professionally.
  • Works with leadership to determine needed supplies, equipment, and materials; independently identifies shortages and proposes solutions.
  • Assists in procurement processes and follows agency purchasing, bidding, and contracting guidelines.
  • Provides input on service contracts.
  • Prepares and maintains accurate inspection logs, service records, reports, inventories, and documentation for both maintenance and custodial operations.
  • Maintains organized and orderly storage areas; ensures safe handling, storage, and disposal of equipment and unusable items.
  • Coordinates with agency IT/Administration to prepare county-tagged items for auction in line with Inventory Control procedures.
4. Vehicle & Equipment Management
  • Independently conducts inspections, preventative maintenance, and minor repairs on Agency vehicles and vans; maintains state-required service documentation.
  • Completes monthly Van Maintenance Checklists and handles reports of maintenance needs.
  • Follows proper procedures after any vehicle incident and communicates promptly with leadership.
  • Operates and maintains snow removal equipment, power tools, and other machinery used for facility and grounds operations.
5. Safety & Emergency Preparedness
  • Participates in facility safety inspections.
  • Enforces safety practices and equipment standards; ensures safe work methods are followed by all staff.
  • Identifies and reports hazards, emergency concerns, and building issues promptly and independently.
  • Complies with and enforces all industry standards, Federal/State Regulation and laws relevant to facility management
  • Operates and maintains snow removal equipment, power tools, and other machinery used for facility and grounds operations.
6. Grounds & Exterior Maintenance
  • Remove snow and ice from walkways, lots, parking lots and driveways; 
  • Mow grounds, maintain landscaping, 
  • perform routine maintenance on associated equipment.
  • Perform general grounds upkeep to maintain clean, safe exterior areas around Agency facilities.

Job Standards

Requirements (Education, Experience, Licensure, Certification): 

  • High school diploma or equivalent.
  • Three years of supervisory experience.
  • Three years of experience in facility maintenance, repair work, or related skilled trades.
  • Ability to meet physical demands of the position, including lifting, bending, climbing ladders, operating vehicles and equipment and working in a variety of indoor and outdoor conditions. 
  • Valid driver’s license and auto insurance as required by county employment. 
  • Satisfactory BCI and FBI background check and employment pre-screening 

Preferred Qualifications:

  • Trade related certifications such as electrical, plumbing, HVAC, Carpentry, Building Maintenance
  • Vocational or technical coursework in building maintenance, construction trades, or a related field. 
  • Experience independently overseeing and directing the work of maintenance and custodial staff, or serving in a lead worker/working supervisor capacity. 
  • Demonstrated ability to operate maintenance tools and equipment such as drills, saws, multimeters, wrenches, snow blowers, snowplows, and floor-care equipment. 
  • Familiarity with safety regulations, building maintenance standards, and basic procurement or purchasing procedures.

Knowledge, Skills, and Abilities

  • Knowledge of facility maintenance practices and basic trades including carpentry, electrical, plumbing, masonry/cement repair, and painting.
  • Skill in safely operating and maintaining tools and equipment such as drills, saws, sanders, wrenches, pliers, multimeters, snow blowers, snowplows, pressure washers, ladders, and hand tools.
  • Ability to independently conduct inspections, identify maintenance needs, diagnose problems, and determine appropriate course of action.
  • Knowledge of cleaning methods, floor care procedures, and safe handling of cleaning agents and supplies.
  • Ability to assign, direct, and support staff in maintenance and custodial tasks, ensuring quality, safety, and efficiency.
  • Skill in maintaining accurate records, work order management, inspection logs, vehicle service reports, and inventory documentation.
  • Knowledge of safety practices, building and fire safety procedures, and emergency response protocols.
  • Strong organizational and time-management skills with the ability to prioritize work and manage multiple tasks independently.
  • Ability to assign work and manage workflow, follow technical instructions, read equipment manuals, and understand procurement guidelines.
  • Effective communication skills for interacting with staff, vendors, contractors, and leadership.
  • Ability to exercise sound judgment, maintain confidentiality, and function effectively with minimal direction.
