Type: Full-Time Permanent (Classified)

FLSA Status: Non-Exempt (eligible for overtime)

Bargaining Unit: No

Probationary Period: 180 Days

Salary: Negotiable depending on qualifications/experience (Starting Hourly rate is $19.30, Pay Range 13)

Posting Period: Position will be open through 4/19/2026 or until filled (candidates reviewed weekly)

JOB DUTIES:

Under general supervision is responsible for administering programs such as Ohio Works First (OWF) Work Activities, Supplemental Nutritional Assistance Program employment and training (SNAP E&T), Comprehensive Case Management Employment Program (CCMEP), Workforce Innovation and Opportunity Act (WIOA), and the Benefit Bridge/transition program, from referral through completion (whether through exit, penalty, or self-sufficiency).. Responsibilities encompass eligibility determination; conducting thorough interviews with applicants/participants; administering assessments; identifying customer skill sets, abilities, and employment barriers; gathering required program documentation; determining suitability; developing center education, employment plan/activities in accordance with program regulations; facilitating supportive services; identifying needs; and, collaborating with Department of Job and Family Services and other community/partner agencies to provide seamless support to individuals receiving and/or transitioning from public assistance programming to self-sufficiency.


Facilitate comprehensive case management, providing individual attention to customers to ensure their access to job training, education, and employment opportunities align with their skills and career aspirations. Conduct employment, education, and career guidelines sessions/appointments, and manage various agreements/contracts such as individual Training Accounts (ITA), Self-Sufficiency Contracts (SSC), Employability Plans, and Individual Opportunity Plans (IOP) with customers, schools, employers, and partners. Responsible for monitoring, tracking, reporting, and entering data for all program participants in corresponding internal and external systems (e.g., ARIES, OBWP, CFIS, omj.com, excel spreadsheets, Access databases, SharePoint, etc.) Maintain meticulous documentation of all interactions and actions with customers through comprehensive and appropriate case notes. Serve as a liaison between customers and community resources, ensure customers have access to necessary resources. Create, plan, and conduct various job-related workshops. Some duties may require travel to different sites to perform essential job functions.


Prepare customer registration as required in computer system (ARIES/CFIS); prepare letters of enrollment, verifications, participation, and emergency funds; obligations and de-obligation of individual accounts and support services. Develop, coordinate, monitor, and execute tracking of various measurements and outcomes which contribute towards compliance with all federal, state, and local mandates. New and other related duties as assigned. Works as part of team performing work of various kinds to function as back-up to assist others as required (e.g., orientation, workshops, appointments, front desk/lobby, resource room) As operational needs arise, may be required to assume additional duties of position within same classification.


MINIMUM QUALIFICATIONS:

Must have and maintain a valid driver’s license with an acceptable driving record. Also requires:

- one year of experience as an employment service consultant or two years’ experience as a unit support worker in employment services;

- or completion of undergraduate major core course work in behavioral science, social science or education, two courses or twelve months experience in interviewing techniques, and two courses or twelve months experience in database and spreadsheets, Microsoft preferred.

- or completion of two years of technical education in behavioral science or social science, two courses or twelve months experience in interviewing techniques, and two courses or twelve months experience in database and spreadsheets, Microsoft preferred.

- or two courses or twelve months experience in behavioral science, social science, or customer service techniques, one course or six months experience in business mathematics, one course or six months experience in business English, two courses or twelve months experience in interviewing techniques, and two courses or twelve months of experience in database and spreadsheets, Microsoft preferred.


-or education, training and/or experience in an amount equal to the Minimum Qualifications stated above


ADDITIONAL INFORMATION:

Applicants must meet the minimum qualification requirements stated above. Military education and experience may be substituted for college and vocational certificate level course work on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations. For consideration please include a military transcript and/or Form DD214 with your application. Conditions and procedures for selection will be consistent with Clermont County Personnel Policy and/or Collective Bargaining Agreements, if applicable. Also, certain classifications, because of the nature of the work, require pre-placement and/or periodic physical examinations which may include drug/alcohol screening tests. Employment in a position with Clermont County Department of Job and Family Services is contingent upon successful completion and favorable adjudication of a criminal background check conducted by the Ohio Bureau of Criminal Investigations and the Federal Bureau of Investigations.
