The Associate Vice President for Planning, Construction, and Campus Operations is responsible for leading capital planning and design efforts for the University; the AVP serves as the primary advisory to the CFO and the administration on capital planning and construction projects; and is responsible for the direction and supervision of all capital project planning, development of initial project funding plans, and budgetary monitoring, and construction activities impacting the University's physical environment and infrastructure.


The Associate Vice President is also responsible for leading campus operations, campus services, maintenance, and trades. This involves strategic direction over the operation of the University's physical plant, infrastructure, grounds, buildings, structures, logistics, energy management, conservation, and sustainability, and the staff associated with each operational unit.


Essential Functions


Planning and Leadership Responsibilities:

Primary position responsible for leading, directing and managing all activities associated with the Campus Planning, Campus Construction, and Campus Operations departments. This includes, but is not limited to:


• Leading the bi-annual planning effort resulting in the submittal of the required Six-Year Capital Plan to the Ohio Department of Higher Education,

• Leading the long range strategic capital planning efforts as well as the daily, on-going capital planning efforts and activities associated with developing specific projects, timelines, preliminary project estimates/budgets, financing requirements, etc. for all University (Bowling Green & Firelands campuses) capital projects - including state funded, locally funded, and gift funded for educational, administrative, auxiliary and student service needs.

• Responsible for developing and managing the implementation of the university's campus master plan as it relates to capital improvements and renovations of campus buildings. This effort involves multiple constituent groups: Board of Trustees, executive officers, deans, department chairs, faculty, staff and students.

• Oversee and direct the development of planning and construction documents, financing plans, contracts, policies, procedures, practices, actions or any necessary matter pertaining to the capital project process. Work with the CFO and other executive officers to execute planning strategies and processes that provide guidance to the University for capital planning activities.

• Responsible for monitoring activities and executing appropriate strategies in response to or in anticipation of: legislative actions, judicial decisions, regulatory developments, Board of Trustees directives, and deadlines.

• Provide strategic direction and leadership to Campus Operations: Campus Services and Sustainability, and Energy Management. Ensure that the operations of these functions are aligned with and support the university's overall priorities and strategies (master plan, academic strategy, enrollment, etc.).

• Ensure that Campus Operations reflect industry best practices and that performance metrics and outcomes are routinely monitored and support the University's mission.


Supervision, management and oversight responsibilities:


• Direct the implementation of all projects developed by the Campus Planning and Campus Construction units. Provide supervision for all design, budgeting, scheduling and construction of all new construction and renovation projects on the Bowling Green and Firelands campuses. These projects require the fiscal management of state capital funds, local funding, general revenue bonds, grants and gifts.

• Direct and coordinate capital improvements and services for the University with the state of Ohio Department of Administrative Services, Board of Trustees, and provide appropriate liaison with the City, County, and State planning authorities. Serve as the liaison with the Ohio Facilities Construction Commission (OFCC).

• Oversee the Campus Construction directed selection process and proposal issuance and final selection for design professionals/consultants (architects, engineers, soil engineers, environmental engineers, interior designers, developers, construction management, etc.)

• Ensure that Campus Operations develops performance standards that are consistent with high-performing peer institutions, and that performance over time meets or exceeds such standards.

• Ensure that critical operational needs in the areas of preventative maintenance, energy conservation, work order processing, customer and staff satisfaction are addressed and managed effectively.

• Ensure that Campus Operations staffing and resource levels are managed within University financial constraints and capabilities.

• Directs Campus Construction's development of construction schedules, including targets and milestones, along with project fee schedules, detailed construction budgets, and initial project budget estimates. In consultation with the CFO, finalize the initial project budgets and associated support materials necessary to present and obtain BOT project approval.

• Ensure that Campus Construction designs building specifications to meet usage and efficiency requirements; oversees and reviews preparation of project plans and specifications; and prepares contract documents (i.e., plans, specifications, proposals, contract forms, etc.).

• Develop and conduct presentations on capital projects.

• Responsible for verification of Campus Planning's timely submission for HEI facility data gathering (Ohio Department of Higher Education), timely reporting, and utilizing data gathered to inform capital planning decisions.

• Manage and direct the personnel within the Campus Planning, Campus Construction and Campus Operations departments. Establish the reporting structure and job responsibilities for all employees within the area.

• Other duties as assigned.


Minimum Qualifications


The following Degree is required:


• Bachelor's degree in public administration, Architecture, Construction Management, Planning, or a related field.


The following Experience is required:


• 7 years of experience as a project manager for the design and construction of large capital projects.

• 3 years of progressive management experience directing others


The following Experience is desired but not required:


• 1 year with an Ohio Dept of Administrative Services regarding capital improvements

• Bachelor's degree in Architecture, Engineering, Construction Management, Planning or a related field

• Master's degree in public administration (MPA) or Master's in Business Administration (MBA) is preferred.

• Understanding of construction techniques/procedures, the ability to work with a wide variety of people with broad backgrounds.

• Power of persuasion and the ability to diplomatically convey one's viewpoint and position.

• Ability to multitask, prioritize work responsibilities, organize complex information, and ability to make decisions in a timely manner

• Attention to detail and an ability to utilize information gathered to properly inform decision-making.

• Verbal and written communication skills, including public speaking and group presentations

• Sense of urgency - ability to complete projects in a timely manner and cognizant of the constraints created by the academic semesters and NW Ohio weather.

• An ability to understand the concept of "return on assets" and apply it to decision making (i.e., renovate vs. build new)

• Demonstrated understanding of balancing the competing goals of "function over form" and "form over function."
