GENERAL DESCRIPTION:
The Utilities Director is responsible for the management and operation of the City’s Water Treatment Plant,
Wastewater Treatment Plant, Water Meter Division, Storm Water Monitoring NPDES Program, and
underground Utilities Division (Water Distribution, Sanitary Sewer system, Storm Sewer system). The Utilities
Director assumes management responsibility for all Utilities Department functions, programs, and operations of
the city’s water and sewer infrastructure and recommends revisions of these ordinances.
QUALIFICATIONS:
Associate of Applied Science Degree in Environmental, Biology, or Chemistry or other related field; five (5)
years of supervisory, management, or administrative experience in municipal water and/or sewer activities or
any equivalent combination of education, experience, and training which provides the required knowledge,
skills, and abilities.
Dual certifications issued from the Ohio EPA with a Class III Water or Wastewater License and a Class I Water
or Wastewater license. Or have the ability to obtain a Class I Water or Wastewater license within 12 months of
hire.
The City may consider any combination of education, certification, and experience in selecting a
candidate.
LICENSURE OR CERTIFICATION REQUIREMENTS:
Must possess and maintain a valid Ohio driver’s license and be eligible for coverage under the City’s vehicle
insurance provider. Candidate must possess or have the ability to obtain a Class IV Water or Wastewater
License issued by Ohio EPA within two (2) years of hire into position.
EQUIPMENT OPERATED: The following are examples only and are not intended to be all inclusive:
Computer, printer, typewriter, calculator, communication devices, copy machine, fax machine, recorder, and
other standard business office equipment, backhoe, plow truck, loader, jack hammer, boom truck.
INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:
The employee has exposure to chemical compounds found in an office environment (e.g., toner, correction
fluid, etc.); ascends and/or descends ladders, stairs, or scaffolds; works in a confined space; works in an area in
which means of egress is or can be obstructed; works with moving mechanical parts of equipment of machines
(e.g., backhoes, wheel ladder, or leaf collector); has exposure to fire, hot, cold, wet, humid, or windy weather
conditions; contact with potentially violent or emotionally distraught persons; exposure to hazardous driving
conditions; occasionally lifts objects 30 pounds or less; occasionally carries objects 30 pounds or less;
occasionally pushes objects 30 pounds or less; occasionally pulls objects 30 pounds or less.
Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered
sedentary work.
In cases of emergency, unpredictable situations, and/or department needs, may be required to lift, push, pull,
and/or carry objects heavier than D.O.L. strength ratings recommend.

JOB DESCRIPTION AND WORKER CHARACTERISTICS
JOB DUTIES in order of importance
ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:
(1) Oversee the design and construction management of water/sewer utilities; develop, implement, and
manage new programs within the Utilities Department as necessary (NPDES Phase II Storm Water
Program; Private Property I & I Program; Lead Service Line Program); Develop and enforce
Engineering Standards that reflect changes in material, technology, and methodology as they relate to
the utilities’ infrastructure.
(2) Oversee the management of the City’s Water Treatment Plant, Wastewater Treatment Plant, and
Underground Utilities division ensuring compliance with Federal and State regulations.
(3) Prepare legislation for Council on all water, sanitary, and storm sewer issues; required to give
Council presentations as directed by the Public Works Director; advise fire line installers to determine
the size of the fire line and domestic line combinations and estimating the costs; advice contractors and
plumbers on meter and services sizes, prepare tap fees, etc.
(4) Determine water tap and meter size requirement and locations; determine hydrant locations for future
development; review plans for commercial buildings, sub-division water and sewer line projects;
develop, manage, and operate water and sewer models for determining capacity for future development.
(5) Assign projects to and coordinate with division supervisors; administer and supervise the
department’s operations and personnel including disciplinary action in accordance with City’s policy
and state law; generate report and necessary for various staff and consulting engineers; provide and
coordinate training (safety, technical, regulatory, etc.) for staff.
(6) Prioritize improvements for capital improvement planning process; initiate, investigate, and
implement operational improvements within the department; identify improvement to the utilities
infrastructure (water/sewer/storm) to maintain or improve minimum service standards.
(7) Generate invoices for non-routine surcharges and sampling fees; develop quotes for water/sewer
taps.
(8) Attends Council Meetings and Workshops; gives presentations to council on legislation and project
activities as directed by the Public Works Director.
(9) Meets all job-safety requirements and all applicable OSHA safety standards that pertain to essential
Functions.
(10) Demonstrates regular and predictable attendance.
