The Board of Mahoning County Commissioners is seeking to hire a Chief Building Official.
About the Role:
The Chief Building Official is an executive leadership role appointed by the Mahoning County Board of Commissioners and reporting to the Chief of Compliance and Environmental Services.
This position provides strategic direction, administration, and enforcement of building standards and safety regulations in accordance with the Ohio board of building Standards and Ohio Revised Code Chapters 3781 and 3791.
Responsibilities:
Managing departmental and contracted staff, overseeing regulatory compliance, specialty trade licensing boards, plan review, and safety ordinance enforcement to protect public health, safety, and welfare.
The role also represents Mahoning County in legal, legislative, and intergovernmental matters related to building codes and construction regulation, while ensuring compliance with Ohio, low, county policies, and core values.

Key Responsibilities:
Provide strategic leadership and administration of the Building Inspection Department in alignment with County goals and priorities
Serve as the chief administrative and enforcement officer for Ohio building codes, trade licensing, and county safety ordinances
Oversee permitting, plan review, inspections, enforcement actions, and specialty licensing boards to ensure regulatory compliance
Modernize building safety operations through technology, performance metrics, and customer-centered service improvements
Develop, administer, and monitor the department budget; mange contracts and resources effectively
Supervise, mentor, and evaluate staff; oversee recruitment, training, performance management, and labor relations
Coordinate with County departments, external agencies, and community partners on building and infrastructure initiatives
Represent the County in legal matters, public hearings, professional organizations, and regulatory forums
Communicate complex technical and regulatory information clearly to diverse audiences
Maintain professional certifications and ongoing continuing education
Perform other duties as assigned
Qualifications / Education & Experience:
Certification: Level 5 Commercial Building Official Certification with applicable specializations issued by the Ohio Board of Building Standards.
Registered Professional Engineer (PE) or Architect licensed in Ohio.
Eight (8) to ten (10) years of progressively responsible experience in building construction plan review, permitting, inspections, and code enforcement — including at least five (5) years in a supervisory or executive capacity.
Union Environment Experience: Minimum of four (4) years of supervisory experience in a unionized environment.
Other Requirements: Valid Ohio driver’s license and ability to meet County driving eligibility standards.

Days: Monday – Friday
Pay Range: $101,600.11 - $129,046.17
