POSITION PURPOSE: The primary purpose of this position is to plan, manage, and provide hardware and software support for the Common Pleas Court, Clerk of Court Offices, and Adult Probation Department. This position also serves as the Official Court Reporter, which includes maintaining the digital recording system and processing requests for court proceedings.
ESSENTIAL FUNCTIONS: The duties listed below are representative of the responsibilities of this position and are not intended to be all-inclusive. Judges of the Common Pleas Court, the Court Administrator, and the Clerk of Court may assign additional duties as needed.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Oversee and troubleshoot system issues for all computers, electronic equipment, sound systems, and Crestron systems.
2. Assist with and train court personnel on electronic courtroom equipment, including projectors, Elmo devices, video/DVD systems, attorney laptop connections, and related technology.
3. Oversee the CourtSmart digital recording system to maintain the official record of Common Pleas Court proceedings and Grand Jury sessions, including:
• Monitoring archival of recordings and DVD storage
• Troubleshooting system components
• Ensuring secure server storage
• Procuring verbatim transcripts or recordings for Judges, prosecutors, attorneys, and the public
• Preparing and filing transcripts for Court of Appeals cases
• Training bailiffs, judicial staff, and probation staff on system use, tagging, and updates
4. Maintain Active Directory accounts and access provisions for court and clerk personnel.
5. Maintain and support case management systems (JWorks) and eServices databases, including troubleshooting, process configuration, updates, and user support.
6. Maintain accurate inventory of hardware and software, including computers, monitors, printers, scanners, copiers, fax machines, microfilm equipment, and postage machines.
7. Serve as liaison to application software vendors, hardware vendors, and operating system vendors.
8. Manage application and operating system updates and ensure compatibility across systems and hardware.
9. Serve as liaison between the Common Pleas Court/Clerk of Court and the County Information Systems Department.
10. Maintain software licenses, agreements, and related contracts.
NON ESSENTIAL DUTIES AND RESPONSIBILITIES:

EDUCATION/EXPERIENCE MINIMUM REQUIREMENTS:
• Bachelor’s degree in Computer Science or related technical field required, or
• Ten (10) years of equivalent professional IT experience
• Experience in IT support within county or state government preferred
• Demonstrated experience writing, modifying, and maintaining reports using SQL, with strong knowledge of relational database concepts, data structures, and query development
• Ability to analyze, review, and modify programming systems, including coding, testing, debugging, and installation
• Experience supporting end users and improving operational processes
• Working knowledge of relational databases and client-server systems
• Familiarity with multi-user systems, applications, and IT infrastructure
• Strong ability to consult with users to define requirements and system objectives
• High level of creativity, initiative, and independent judgment expected
