Stormwater Program Manager Job Announcement
Licking Soil & Water Conservation District is seeking a motivated and skilled Stormwater Program Manager to lead our countywide MS4 Stormwater Management Program. This role combines technical expertise, leadership, and community impact—perfect for someone passionate about water quality, responsible development, and public service.
What You’ll Do:
• Manage MS4 compliance and annual reporting for Licking County and partner communities
• Serve as liaison to County Commissioners, Planning agencies, and the County Engineer
• Administer MS4 contracts and MOUs with Cities, Villages, and Townships
• Lead department operations including planning, budgeting, staff supervision, and SOP development
• Represent the District while maintaining expertise in stormwater policy, BMPs, and natural resource standards
Minimum Qualifications:
Bachelor’s degree in Natural Sciences/Studies or related field, or equivalent experience; knowledge of Ohio EPA MS4 requirements; experience with erosion and sediment control and BMPs; ability to interpret technical plans; strong communication skills; GIS proficiency; valid driver’s license and ability to perform fieldwork.
Preferred Qualifications:
MS4 program administration experience; supervisory experience; certifications (or able to attain) such as Certified Stormwater Manager (CSM); familiarity with zoning and development processes; comfort with public speaking.
Position Details:
