Under the general supervision of the Child Support Supervisor, the Child Support Case Manager registers, establishes, enforces, modifies, and maintains child support orders under Stark County’s jurisdiction.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Handles incoming calls from people with or without a support order and provides customers/clients with referrals and other information. Reviews and interprets child support court orders. Collect information to establish paternity. Verifies address of custodial and non-custodial parents. Registers new applicants into the support enforcement tracking system (SETS) for tracking. Verifies income and employment of custodial and non-custodial parents. Enforces the carrying of health insurance and cash medical orders if parents qualify. Monitors cases for compliance with seek work orders. Documents all updates to cases in SETS. Follows all Ohio guidelines and protocols regarding the enforcement of child support order cases. Reviews requests for modifications, obtains income information from both parents, and runs child support guidelines for the review of the support order. Refers noncustodial parent to employment and parenting programs to enable NCP to financially and emotionally support their children. Sends case to the legal department for contempt of nonpayment of support. Meets with and answers questions from walk-in clients. Monitor and works special caseloads for NCPs in employment and parenting programs.
JOB MAJOR WORK BEHAVIORS
The nature of the Case Manager’s tasks vary as a function of the unit and the number of personnel working within that unit. Therefore, an employee, depending on the unit they are assigned to, may not perform every major work behavior listed or may perform other duties not listed. The incumbent may work in a number of different units. Together, the units register, establish, enforce, modify, and maintain child support orders under Stark County’s jurisdiction.
The Child Support Case Manager is supervised by a Child Support Case Manager Supervisor. The exact duties performed by the Case Manager, as well as the importance and frequency, vary as a function of the specific assignment or position. Given the preceding caveats, the major work behaviors include:
- Processes referrals, returns phone calls, and meets with walk-in clients
- Reviews all documents received through the OnBase document imaging system and postal service
- Enforces and maintains the child support order with custodial and non-custodial parents by following Ohio guidelines and protocol
- Reviews, manages, and responds promptly to computer system alerts
- Reviews and responds to all messages received through electronic email
- Establishes, registers, and modifies a support order by investigating and verifying all income, medical, and address information of custodial and non-custodial parents
- Aids customers that call the Customer Service Department
- Completes reports on time
- Refers customers for RightPath or other employment and parenting programs
- Attends required trainings and meetings
- Other duties as assigned
This position has no supervisory responsibilities.

CONTACTS – INTERNAL & EXTERNAL:
The position requires contact with the public and other government employees. The contacts require the incumbent to listen to questions and provide information, usually regarding Ohio child support protocol and guidelines. Contact with the public and other government employees occurs in a structured setting and the success of these interactions directly impacts the quality of the services provided by the central client of the organization.

OTHER SKILLS AND ABILITIES:
The position requires little to no physical effort. In order to perform required physical duties of general office work, computer and telephone assignments, completing paperwork and handling case files; working with documents and printed forms, the employee must be able to stand, walk, sit, talk or hear, and is required to be able to use close vision, distance vision, color vision, and peripheral vision.

This employee normally works in an office environment with a moderate level of noise, frequent interruptions due to inquiries and phone calls. Also interacts with the public.
The position may require employees to interact with distressed clients. Although preventative measures have been taken to ensure the safety of incumbents (e.g., panic buttons, security officers), it is possible that the incumbent will encounter a hostile, threatening, or dangerous client.
The employee may be exposed to chemicals routinely found in office environments, such as copier toner and correction fluid. The position involves a very small probability of any injury. The incumbent could develop carpal tunnel syndrome as a result of high computer use.
The employee is responsible to maintain confidentiality; to work cooperatively and effectively with members of the public, other employees, related public agency staff, community businesses and service providers; to produce accurate and timely record keeping and reports as required by the position. Responsible to attend meetings, in-services and training programs related to the position held. Demonstrates regular and predictable attendance.
