Alion is looking for an experienced program manager that has extensive backgr0und in DoD acquisitions and modification to support the U2 modernization effort under the direction of the U2 Systems Program Office (SPO). Will lead a small team based in Dayton Ohio representing the U2 Systems Program Office (SPO) at Robins AFB to multiple WPAFB AFLCMC SPOs, to include, but not limited to ISR Sensors SPO.
The PM will lead a team that will contribute immediately to the development of new concepts, systems and prototypes to solve complex, highly innovative, and ingenious problems to support U2 platform and sensors to meet modern mission challenges. In this role the successful candidate will be responsible for leading a team supporting advanced programs for U2 large subsystems, small total systems, production, and development programs.
Duties and Responsibilities
As strategic leader the successful candidate will be responsible for the cost, schedule, and technical performance on assigned program from inception through completion. Manages technical and administrative staff and provides ongoing direction in the performance of the assigned program.
As PM will be responsible for the following:
Managing a large portfolio that touches a cross section of current and new technologies.
Developing and monitoring program plans including time and cost estimates. Ensures project outputs delivered on schedule and within funding.
Establishes milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.
Reviews reports and briefings prepared by technical staff for quality.
Leads technical discussions for project reviews. Prepares and delivers formal briefings.
Ensures appropriate training delivered to program staff.
Establishes and maintains effective relationships with customer, subcontractors and other outside agencies.
Acts as primary customer contact for program activities. Regularly meets with and updates the customer on project status. Leads program review sessions with customer to discuss cost, schedule, and technical performance.
Develops new business or expands business with the customer. Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract. Participates in negotiating contract and contract changes.
Required Education and Experience (Mandatory)
Bachelor's degree in Business, Engineering, Aerospace or like disciplines. 10 plus years of program management
The ideal candidate will have a background in Military Planning and Analysis Support, Innovation Development and Testing Support, and/or airborne ISR Sensor Support
Project Management Institute (PMI) Project Management Professional, Program Management Professional (PgMP), or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.
At least three years of experience planning, directing, and coordinating programs of similar size in terms of work force utilization, procurement of materials and equipment, standards, training, problem.
US Citizenship and a current TS with SCI eligibility.
Familiarity with the U2 Advanced Synthetic Aperture Radar System (ASARS-2)
Previous experience in U2 platform/sensors
