EDUCATION:A Senior labor category shall have a minimum of 15 years of experience and an accredited (such as ABET) Bachelor's degree in engineering.A Senior labor category typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. A Senior labor category may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.

CERTIFICATIONS:

Shall be System Safety Trained by successful completion of one of the following training class(es) or their equivalents):
Web-Based Interactive Safety Environment Learning Management System (WISE), on-line through Naval Ordnance Safety and Security Activity (NOSSA)
Systems Safety Management Course (SSM-102), offered on-site by Bastion Technologies
System Safety Engineering, offered in-residence or on-site, A-P-T Research, Inc.
Practical System Safety (PSS), offered in-residence by the Southern California Safety Institute (SCSI)

EXPERIENCE LEVEL:15 or more years of experience based on the educational requirements above.

OTHER QUALIFICATIONS/SKILLS:

Mustobtain and maintain a government security clearance at the required level.
Mustbe proficient in the use of Microsoft Office Applications (Outlook, Word, Excel) and other standard (Customer specified) applications.
Mustbe able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver's license and proof of insurance.

RESPONSIBILITIES:

GENERAL FUNCTIONS:

This position supports the Fighters & Bombers Directorate (AFLCMC/WW) at Wright-Patterson Air Force Base (WPAFB), Ohio as a Systems Safety Engineer, Senior supporting fighter Bomber Directorate programs.
Applies knowledge and experience in System Safety philosophy, policies and procedures to Air Force systems, subsystems, and equipment procurement activities, post award project/program management tasks, and acquisition programs throughout their life cycles.
Applies a full range of System Safety philosophy, policies/procedures, to perform a wide range of acquisition management activities in support of the existing and future AFLCMC/WW programs and platforms. Applies understanding of current Department of Defense (DoD) and Air Force acquisition regulations, guidelines and processes. Supports the acquisition program management of full life cycle requirements, subsystems and equipment. Applies a working knowledge of MIL STD 882E.
Provides support to produce or review products that include, but are not limited to, the following: technical evaluations/plans; engineering studies, reports and analyses; Memorandum of Agreements/Memorandum of Understandings (MOA/MOU); and acquisition strategies/plans such as: Statements of Objectives (SOO), Performance Work Statements (PWS), Statements of Work (SOW), Requests for Proposal (RFP), and Analysis of Alternatives (AOA); Initial Capabilities Document (ICD); Capabilities Development Document (CDD); Concepts of Operation (CONOPS); Capabilities Production Document (CPD); System Requirements Document (SRD); System Specification; System Engineering Plan (SEP); Test and Evaluation Master Plan (TEMP); Program Environment, Safety, and Occupational Health Evaluation (PESHE); Alternative Live Fire Test and Evaluation Plan; Data Management Strategy; Chemical, Biological, Radiological, and Nuclear (CBRN) Survivability Assessments; hazard analyses; airworthiness inputs; and other program/technical documents as required.
Supports the review of proposals as assigned by the customer. Provides assistance in risk management, project management, process improvement support, and logistics support. Participates in process improvement activities as members of, or advisors to, Integrated Product Teams (IPTs) and Product/Process Improvement Working Groups (PIWGs). Assists in the collection of programmatic inputs from acquisition programs throughout their life cycles to include: research, develop, produce, test, acquire, field, sustain and modernize existing and advanced war-winning capabilities, on-time, on-cost, of the Fighters and Bombers (F/B) portfolio for the US and coalition partners. Performs, as required, a non-voting, advisory role for program source selections on all acquisition related requirements. Applies system safety knowledge for developing and coordinating responses to internal and external taskers.
Analyzes equipment for hardware and software deficiencies, make recommendations for hardware and software deficiency corrections, and develop, integrate, and test hardware and software deficiency solutions.
Assists the government in the engineering evaluation of prime and subcontractor recommendations for operational and support issues such as: evaluations of advance change study notices (ACSNs), engineering change proposals (ECPs), contract change proposals (CCPs), FAA Bulletins, modification proposals, DMSMS, program risk, and related documents.
Assists with establishing, implementing and adhering to life cycle systems engineering (LCSE) processes to ensure operational safety, suitability, and effectiveness (OSS&E) compliance is achieved and maintained.
Supports the Air Force Integrity Programs, maintain and update the Critical Safety Item (CSI) list, and monitor Airworthiness Certifications for Fighter Bomber Directorate aircraft.
Performs system safety management services in support of the acquisition of Government approved system or sub-system production, sustainment, modifications, maintenance, upgrades, and modernization. This work shall include performing analysis of or recommending changes to:

Provides consistent and reliable guidance to leadership on System Safety matters
Organizes work to meet deadlines for System Safety inputs to leadership, to include PEO/Director and Deputy, Directorate Chief of Engineering, Division Chief Engineers and other program officers.
Ensures requirements of individual items of equipment, subsystems, and support equipment are integrated and established in such a manner that adequate, complete, and effective safety requirements are met within the constraints imposed by cost, schedule, and performance.
Executes other functional duties as assigned by the Directorate System Safety Manager (DSSM), Division Chief Engineers, or their delegated authority.
Ensures proper tracking and reporting of safety hazards to the Program Director and/or Program Executive Officer (PEO).
Interfaces with other technical/management directorates and/or Integrated Product Teams (IPT) to insure safety policy, requirements, and objectives are met.
Reviews and evaluates the technical safety content of contractor's system safety analyses against contractual requirements and recommends their approval or disapproval though IPT channels.
Interacts with AFLCMC/SE and other AF agencies to ensure that information on the latest safety philosophies and techniques is made known to the program
Monitors and works incident reports within the program e.g. High Accident Potential (HAP) and Aircraft Mishap.
Manages the hazard tracking and risk resolution process and advise leadership of high/serious. Obtains risk assessments for medium/low hazards from the Program Director and for high/serious risks from the Component Acquisition Executive (CAE)/PEO.
Evaluates safety hazard analyses, identify safety issues, and recommend approval/disapproval and corrective action to engineering and program management.
Works closely with system safety counterparts at contractor facilities and users to develop coordinated efforts to resolve safety issues and hazards.
Provides guidance and expertise toward planning and organizing System Safety Group (SSG) meetings or actively plans and organizes such meetings as necessary.
Maintains cognizance and current status of 100 percent of all open items from SSG and SSWG actions/open issues as appropriate.
Participates at technical interchange meetings, design reviews, program management reviews, System Safety Groups, System Safety Working Groups, and other meetings to support System Safety Management
Provides coordination assistance of all technical activities associated with System Safety Management with respect to:
System analysis
Development planning
Performance assessments
Hardware/software integration
Acceptance testing
Facilities

Follows policies and procedures as described in corporate manuals and directives.
Attends work each day during scheduled work hours unless on approved travel or time off.
Performs occasional travel to contractor and customer sites, as required (see WORKING CONDITIONS below).
Works flexible hours, including occasional overtime.
Carry's out other duties as may be assigned or requested.
Submits monthly status reports and other information as requested
Complies with requirements of the contract's Visitor Group Security Agreement (VGSA).
Prepares CDRL inputs including the Task Order's Monthly Status Report.
Completes required Government and PESystems training and certifications.
