Job Description
CLASS SUMMARY:
Responsible for managing the technical, financial, and business administration of airport projects from concept through implementation, ensuring projects are completed on time and within budget. Manages Planning & Development (P&D) Department staff and business processes focused on design issues, constructability, standards & specifications development, code compliance, scoping, design review, and technical data management. Coordinates airport engineering and design subject matter across several CVG business lines.
ESSENTIAL DUTIES:
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.
• Identifies potential initiatives/projects to be included in CVG’s portfolio of projects. Presents specific project data and technical information for on-going and proposed projects to support CVG’s goals. Tracks, analyzes, and administers project schedules, communications, funding sources, progress, and contract requirements for on-going projects.
• Develops specifications for construction, repair, replacement, and renovation projects, as assigned (e.g. specifications, permits, project schedules, cost analysis, purchasing/bid processes, and construction administration, etc.) for the purpose of communicating CVG’s needs to staff, designers, contractors, engineers, construction management firms, etc. for selecting, awarding, and executing of contracts.
• Manages/creates engineering designs and cost estimates for airfield and roadway improvements, structures, utilities, and other infrastructure facilities. Conducts site visits, reviews inspection reports, and coordinates findings with stakeholders and contractors.
• Prepares investigative reports for pavement and/or structure distresses by performing inspections, reviewing existing drawings and performing calculations. Researches construction materials and performs constructability reviews.
• Responsible for developing and managing a complete airport Pavement Management Plan including determining Pavement Condition Indexes, providing repair recommendations, and developing program phasing and costs for pavement repair.
• Manages projects in accordance with Planning and Development procedures including file management, document control, and project closeout.
• Prepares written materials (e.g. emails, correspondence, memos, budgets, costs, bid invitations, calendars, schedules, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information.
• Responsible for all contract management activities as documented in KCAB Policy 1014, Contract Management. As the subject matter expert responsible for all key aspects of contract management ensuring KCAB’s interests are represented in any business activities regarding the agreement. Prepares RFP’s, bid specifications, and negotiates contracts.
• Manages and facilitates construction oversight and implementation of projects and plans relevant to CVG within procurement requirements and established schedules and budgets. Manages development of negotiating strategy, parameters, pricing and terms for construction and consultant contracts.
• Interacts with and serves as liaison to airlines, airport agencies, government agencies and the FAA with respect to engineering design, permitting, construction activities, inspections, compliance, and project related matters.
• Responsible for the management of CVG design staff focused on design reviews, code compliance, airport construction standards documentation development and maintenance, and design database management.
• Staff management responsibility include supervision, delegation, and review of assigned work, hiring/terminating, performance appraisals, coaching/counseling, staff development, application of organizational policies and procedures.
• Performs other duties of a similar nature and level as assigned.
TRAINING AND EXPERIENCE:
Bachelor’s degree in Civil Engineering or a related field to the area of assignment and seven years of related experience with three years’ experience managing large scale, complex projects; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
LICENSING AND CERTIFICATIONS:
• Professional Engineer (PE Commonwealth of Kentucky) or ability to obtain within six months of hire.
• Program Management Professional (PgMP), Project Management Professional (PMP) or equivalent is preferred but not required.
• Maintain Security Identification Display Area (SIDA) clearance.
• Obtain and maintain position appropriate NIMS & emergency training.
• Valid Driver’s License.
KNOWLEDGE OF:
• Project management principles and the management of projects’ life cycle phases; from initiation and planning through design, bidding, implementation, and close out.
• Effective project management practices and standards including sound judgment, decision making, problem solving, sense of urgency, productivity, effective time management and the concurrent management of multiple projects and taks with efficiency and effectiveness.
• Uniform Building Codes, OSHA building construction regulations and other pertinent safety rules and regulations.
• FAA regulations;
• Airport planning, design and construction;
• Civil engineering scientific theories and principals;
• Fiscal management, budgeting, construction cost estimating, cash flow projections and funds administration.
SKILL IN:
• Understanding, interpreting and enforcing compliance with plans, specifications, schedules and contract provisions;
• Applying diverse knowledge of engineering to all phases of engineering projects;
• Clearly and effectively communicating, both orally and in writing;
• Demonstrated skill in managing large scale complex projects;
• Demonstrated skill in analyzing survey reports, maps, drawings, etc.;
• Demonstrated skill in designing structures and facilities using design systems in compliance with construction and government standards.
• Use of a variety of computer-based technologies including word processing, and spreadsheets;
• Proficient in AutoCad design software (or comparable);
• Establishing and maintaining effective, fair, cooperative, collaborative and respectful relationships with internal and external colleagues, peers, work teams and workgroups.
ADA AND OTHER REQUIREMENTS:
Positions in this class typically require: climbing, stooping, kneeling, crouching, reaching, standing, walking, fingering, feeling, talking, hearing, and seeing.
Medium Work: exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.
