Oasis Systems has an exciting opportunity for a Test and Evaluation Manager, Senior located at Wright Patterson AFB, POH. The Test and Evaluation Manager will provide Test and Evaluation support to the Eagle Passive/Active Warning Survivability System (EPAWSS) Program.The Test and Evaluation Managershall provide capability of the T&E processes to assist in the designing, planning, execution, analysis and reporting phases of T&E programs to assess the performance of aeronautical systems, subsystems, and equipment, as they progress through the various acquisition phases and milestones.

EXPERIENCE LEVEL: Senior
The Contractor shall have an extensive depth of experience with testing aerodynamic performance and mission systems on advanced fighter aircraft; experience with recently drafted milestone documentation for an ACAT I program or ACAT II program on DOT&E oversight. The Contractor shall have detailed, recent knowledge of current F-15 activities at RAFB and WPAFB, including FMS programs since F-15EX design will be based on F-15QA configuration.The Contractor shall have HAF experience (preferably in HAF/TE); prior interaction with OSD, general officers, Congress; as well as having Development Test & Evaluation and Operational Test and Evaluation experience.
Minimum of ten (10) years of experience and a MS in engineering or a minimum of twenty (20) years of experience and an ABET-accredited bachelor's degree in engineering.
Review/develop/update applicable program documentation for T&E management relevant requirements across the full spectrum of actions required to award contracts and accomplish test program execution, to include, but not be limited to, tasks relatedpre-award documentation, evaluation criteria development, contractor proposals evaluation, post-award documentation actions, SOCs, TEMPs, and Operational Test Readiness Review documentation (OTRR).
Perform an advisory role, as required, for Government program source selections on all T&E management-related requirements.
Support program team meetings, working groups, and reviews as required. The Contractor shall provide support to any Integrated Test Team (ITT) activities as required, including interaction with higher level test organizations including, but not limited to, HAF/TE, OSD Directorate of Operational Test and Evaluation (DOT&E), and HQ AFMC/A3.
Review, analyze, and resolve equipment interface problems.
Assist in the determination and definition of aircraft configuration requirements. Contractor expertise shall be used to support the CCB for aircraft modifications.
Review, analyze and identify potential updates to TOs and TCTOs, drawings, ECPs, IPBs and other applicable SI technical data.
Evaluate the levels of effort, resources and integration required to develop executable T&E programs and execute the T&E plan.
Assist in scheduling and securing required test resources in support of Government project/program office objectives.
Support major program reviews, inspections, and conferences, test plan working group meetings, executive independent reviews, program evaluations, ITT, test readiness reviews, other test related program events as well as major milestone events.
Assist in the development and/or maintenance of test plans and procedures, acquisition strategies and planning documents. The Contractor shall support the coordination of Acceptance Test Procedures for the delivered items and associated plans as well as testing requirements with Government program office customers, contractors, and other agencies with standardization requirements for test programs.
Assess data collection methodology and instrumentation requirements. The Contractor shall evaluate sufficiency of data analysis using MS&A techniques, models, computer simulations or other tools/methods as necessary.
Recommend and assess test data requirements necessary to meet Government program test objectives within program cost and schedule constraints.
Use the analysis results to recommend changes in testing techniques, procedures, and/or to identify potential areas for further investigation.
Perform research activities to define necessary test requirements, definition of task scope and selection of alternatives. The Contractor shall analyze test strategies to interpret, organize, execute, and coordinate assignments for projects having a major effect on the programs. The Contractor shall recommend any on-site test facility improvement to Government officials. The Contractor shall provide potential solutions for any program test problems, issues or concerns. The Contractor shall determine the capability and availability of major DoD and civilian test resources and facilities to include planning and organizing the flight and ground testing of an aircraft, subsystems or components involving weapon system contractors, other USAF or Allied test organizations, and DoD agencies.
Prepare, maintain, update, and review the full range of test plans and test-related (T&E strategies, requirements and objectives) documentation for adequacy, specification/performance requirement compliance, conformity with mandatory guidance, and provide recommendations as necessary for improvement. The Contractor shall perform and prepare trade-off studies and make recommendations on alternative test strategies and approaches to Government senior leadership.
Assist the LDTO in all aspects of test execution and the flight processes required by the LDTO to enter flight test to include safety review board and technical review board.
