Concordance Healthcare Solutions has an exciting opportunity for a Human Resources Specialist- Talent Acquisition.The primary role of the Human Resources (HR) Specialist-Talent Acquisition is to work with hiring managers on employment and recruitment functions across all Concordance departments and locations. This full cycle recruitment position will have focused responsibilities for day-to-day operations of posting recruitments, pre-qualifying candidates, assisting with phone screen/interview process, initiating background checks/drug screens, onboarding of new employees. The ideal candidate will have strong networking skills and will thrive on making connections that may not naturally happen. This role is a champion for the company and is responsible for helping departments through the recruitment process, as well as identify talent through relationship building and the creative sourcing techniques.

Essential Functions:
Responsibilities include overall coordination and processing of daily Human Resources employment and recruitment related operations while providing outstanding customer service to internal staff members and external contacts.

Position Management: Assists hiring managers with review and completion of position descriptions. Understand the requirements of each department and each vacancy to carry out the recruitment process according to their need. Establish candidate qualifications by developing knowledge, skills, and screening questions for each position.
Recruitment Process: Responsible for full life cycle recruiting, from posting of vacancies to engaging with candidates in screening phase through offer negotiation.

Works with hiring managers to create and write compelling job descriptions and advertisements that will attract candidates. Posts vacancies on Applicant Tracking System (ATS). Places targeted outside advertising for specialized or hard to fill positions, as required. Reviews candidates in pools, as needed, to pre-qualify for hiring managers.
As able or needed, actively sources qualified candidates using internet databases, social media and employee referrals. Attends career fairs and other recruitment events, as needed.
Evaluates candidate strengths compared with job requirements by assessing, pre-screening and interviewing candidates, as needed. When conducting initial screens, provides detailed feedback to hiring manager on candidates.
Create, build and execute best practices and recruiting program across the company. Will work to develop standardized interview process and questions for candidates to ensure consistency and cultural fit across the organization. Identifies and implements methods for delivering diverse candidate pool to hiring managers.

Applicant Tracking System (ATS): Responsible for managing ATS, postings and applicant pools. Develops reports and metrics from the ATS, as needed. Makes recommendations for improvements to process and system.
Hiring: Completes background check and drug screenings on new hires. Ensures that offers align with approved job requisition. Produces and tracks completion of offer letters for new hires.
Onboarding and I-9 verification: Assists new hires with onboarding paperwork, ensuring documents are completed accurately and on time to ensure compliance with federal and state regulations. Enters personnel action form and new hire paperwork into HRIS/Payroll system. Conducts new hire orientation, as needed.
Co-facilitates the Affirmative Action Plan (AAP) process with the Manager, Human Resources. Researches, gathers, and tracks necessary information for completion of AAP.
Proactively works with Concordance staff to ensure that the company's HR needs are being met. Provides guidance to employees and managers by exhibiting a positive attitude while navigating through situations that arise. Training of employees on HR related topics and initiatives.
Acts as back-up to other members of Human Resources, as required. This includes being knowledgeable in and able to assist internal customers with: HRIS changes, Benefits administration, Worker's Compensation, Unemployment Claims, FMLA, Short Term Disability administration, payroll processing, and employee relations issues, as needed.
Assists with developing standard operating procedures for HR processes to ensure compliance with company policies, and State and Federal laws. Suggests changes based upon need and compliance, and makes recommendations for streamlining of processes in an effort to maintain continual improvement. Stays up to date with any legal changes that affect these areas.
Travel required up to 5%.
Performs other duties as assigned.

What You will Need to be Successful:

Bachelor's degree in Human Resources, Business or related field; or equivalent combination of education and experience.
A minimum of 3 years' of Human Resources and/or Recruitment experience.
Knowledge of EEO, ADA and employment laws required.
Ability to build relationships at various levels throughout the organizational structureand influence decisions
Excellent verbal and written communication skills. Creative writing skills are essential to this role.
Problem solver with a focus on continuous improvement.
Solid understanding of how to recruit multiple disparate positions simultaneously. Ability to target candidates and cold call recruit individuals at all levels, if required.
Tact, discretion and sensitivity when dealing with confidential information
Ability to maintain professionalism and focus in an ambiguous environment and handle confidential information with discretion and maturity.
Sound judgment and able to anticipate needs and problems
Ability to have difficult conversations when warranted (internal and external).
Previous experience with HRIS and/or Payroll systems, unemployment claims, Workers' Compensation, onboarding, and process improvement are highly desired
Strong computer skills, including Microsoft Office applications, and ability to learn new systems quickly and efficiently
Self-starter with a positive attitude and able to successfully execute initiatives with some guidance and accomplish stated goals
Ideal candidate will have demonstrated decision making and problem solving skills
Personable, outgoing and team player with a strong work ethic
Must be able to work effectively as part of a team as well as independently
Ability to function well in a high-paced, competitive and at times stressful environment.
Must be able to successfully pass a pre-employment drug screening and background check.
