Primary Responsibilities

Overview

Market Sector Directors (MSD) are one part of the HDR matrix management structure that drives our business. The primary responsibilities of the Federal Transportation Market Sector Director are divided into three areas:


Market leadership and business development (+/- 60%)
Staff development (20%)
Support to Operations (20%)

This position will require about half-time for the person selected. Remaining time will need to be applied to programs or projects in the Region or Area in which the person will reside. We would be willing to consider candidates only wanting to work Part-Time.

Market Sector Directorswillserve as overall lead setting the vision and direction for implementation of the firm's strategy to expand and provide services to clients in the associated market sector. The Market Sector Director will facilitate the development and implementation of business strategies across the firm in coordination with Business Group leadership, operational leadership, client managers and business class directors. Reporting to the Transportation Business Group Business Development Director, the Market Sector Director creates and monitors frequent and regular communication across the firm to implement the strategic and operating plans for the market sector. A key to overall success of the MSD if their work with the Regional Business Group Directors, client managers, business class leaders, and area managers to monitor operating results and improve our client service while achieving our internal program performance goals. Example clients would include those aligned with the US Department of Transportation such as the Federal Highway, Transit, Aviation or Railroad Administrations, the Department of Interior to include the Federal Lands Administration and the National Park Service, as well as transportation-oriented portions of the Department of Defense.

Business Development Responsibilities- The Market Sector Director will be the leader responsible for assessing the marketplace, determining the best business approach for HDR, and then to drive our organization to win and secure contracts with clients in the Market Sector. The Market Sector Director will be focused in the respective market sector, but a part of business development efforts will need to work cross-sector with other TBG market sectors as well as with other market sectors in other business groups. The Market Sector Director will deploy an organization that is effective in gaining market share, and that will successfully interface with HDR client development programs and the area business development leaders.

The Federal Transport MSD has a unique role to provide the bridge between TBG and the Federal Business Group (FBG) market leaders, agency and regional client managers. This means the MSD must understand the transportation market needs of the Federal agencies and then leverage TBG staff and resources to win and execute programs and projects. The Federal Transport MSD is the only person mapped to that Market Sector in the TBG system so tapping into others across the matrix is important.

Specific business development assignments of the MSD include:


Oversee the creation and implementation of strategic vision and direction for the market sector - coordinating the visions of the different services offered to the clients with the business group and operational leadership across the firm. A specific emphasis is on the FBG agency and client manager interface.
Incorporate our corporate and the FBG vision withinthe market sector to become the industry leader
Serve as the Client Manager for selected key clients within the market sector and be active and visible in the industry. Depending upon the Area make-up and relationships with federal client agencies, the MSD will coordinate and oversee business development with those Area teams.
Promote the marketing and delivery of applicable HDR services to clients within the market sector working with our client managers
Participate as a member of the Transportation Business Group Management Team.
Work with Regional Business Group Directors on development and delivery of area market sector initiatives.
Work with the FBG and TBG client development leaders to drive client development and pursuit processes based on proven capture techniques.
Support selected pursuits through client relationship development and/or through development of strategy and participation in pursuit activities.
Participate in industry associations and serve as a company role-model in business and community organizations.
Identify key investments (acquisitions and technology) that will maintain or drive HDR into industry leadership position.
Monitor marketing capabilities and ensure the market sector is working with departments to achieve goals.
Develop relationships with industry counterparts in other consulting organizations.
Develop relationships with senior leadership in key client organizations.

Staff Development Responsibilities- The Market Sector Director will develop an organization that will best perform within the marketplace to win new work and to provide opportunities for staff growth and development. This effort requires coordination with the FBG agency client managers. The Market Sector Director will also lead and/or assist with the identification and recruitment of prospective future market sector employees. Also identify resource gaps and drive talent management and recruiting.

Support to Operations -The MSD will assist Regional Business Group Directors and area Business Group managers to deliver services within the market sector. Key responsibilities consist of helping to drive client identification with FBG and management, monitoring, and taking action regarding market sector profit and loss, ensuring project delivery and supporting the QA/QC program.


Facilitate cooperation and eliminate hurdles and barriers to success, with a specific emphasis on the cross BG process with FBG.
Monitor market sector performance indicators NFE/NFB/profits/ /AR/losses/investments. Work with regional business group leadership to implement process improvements and leverage work sharing to meet or exceed planned goals
Be aware of staff workload and facilitate work sharing within the market sector; promote effective use of company resources and assist in applying key staff/expertise to projects.
Assist with contract review on key projects to help ensure risk management, proper staffing, quality reviews and resolution of claims.
Promote Quality Assurance/Quality Control; work with business class and regional leadership to assist the local programs with key technical expertise to support marketing and project activities.
Facilitate development and dissemination of "lessons learned"

Qualifications
Required Qualifications

This position requires the following skills, attributes and experience:


20 + years of experience preferred in transportation planning and/or engineering with most of that experience within the market sector.
Minimum of a Bachelors Degree in an engineering, planning or a related field.
If an engineer, maintain engineering registration.
Experienced in development and management of strategic marketing programs for planning and/or engineering services.
Experienced in development and management of a wide range of client relationships and specific program and/or project pursuits.
Experienced in overall staff development to include recruiting, career path and professional growth.
Experienced with industry associations and maintains a visible profile in the market sector.
Demonstrated ability to work cooperatively with other Market Sector Directors, Business Class Directors, Regional Business Group Directors, Area Business Group Managers, Area Marketing Managers and Department Managers.
International work is a growing, though still relatively small focus of the market sector. Some knowledge of the firm's target markets in Canada, Gulf States and Australia would be helpful.
