Overview of the Position:
We have an opportunity available for a Senior Cost Analyst to support AFLCMC/WBS Strike Systems Program Office located at Wright-Patterson AFB.
The major areas of support are cost research, cost estimating, earned value management implementation and analysis, schedule networking, program control integration and analysis, and financial analysis.
Experience developing cost estimates for all phases of DoD acquisition programs from inception through disposal - which includes:
Experience of all phases of the analysis and estimation process to include task definition and planning; data research, collection and analysis; and review, presentation, and documentation
Cost estimation experience includes:
Creating Most Probable Life Cycle Cost (MPLCC) estimates for source selection evaluation
Quick-turnaround "what-if" cost estimates
Estimates supporting Cost as an Independent Variable (CAIV) analyses
Estimates for Should/Will Cost Reviews
Exercises in Reduction in Total Ownership Costs (RTOC)
Experience accomplishing inputs and cost estimates for the annual POM/ Future Year Defense Program/Plan (FYDP), President's Budget (PB), and Budget Estimate Submissions (BES) processes.
Experience formulating "should cost"/"will cost" estimates and analyses of their potential effects on program budgets and cost estimates.
Knowledgeable in acquisition program control, financial management, budget building, planning, distribution/execution processes and USAF or DoD program management, program control, and financial systems financial systems.
Experience using Microsoft Excel-based estimating models and cost/schedule risk analysis software to create estimates.
Experience using DoD operating and support cost databases (e.g. Air Force Total Ownership Cost (AFTOC) or the Reliability & Maintainability Information System (REMIS)) to assist in the cost estimating process.
Support integrated master schedule analysis and evaluation to include schedule risk assessments.
Support development of program documentation and financial management products, processes, and reviews.
Evaluate contract financial reports and analyze earned-value performance data using Earned Value Management concepts, tools, and analysis techniques.
Contractor personnel shall program control functions to include budget formulation and funds management for all phases of the Planning, Programming, Budgeting, and Execution processes.
Perform contract/financial transaction reconciliation and closeout duties.
