Stellar Innovations & Solutions Inc. (SIS) is looking for a full-time technical Proposal Writer with experience responding to government Request for Information, Request for Proposal, and Request for Quote. The Proposal Writer will be responsible for writing, developing, and submitting proposal responses in collaboration with the Proposal Manager. This role requires a high attention to detail, ability to meet deadlines, a commitment to teamwork, and detailed follow-through. This person must be able to manage multiple projects simultaneously and be able to change tasks quickly in a fast-paced environment.

Primary Duties/Responsibilities

  • Screen RFP, RFI, and RFQ requirements and participate in Bid/No-Bid decisions
  • Contribute to technical solution and draft/develop narrative response
  • Create and manage canned material
  • Develop job requisitions/position postings
  • Format response templates in accordance with solicitation requirements to include formatting key personnel resumes
  • Work with Human Resources to request/approve contingency offers
  • Adhere to production and documentation guidelines and work with the Proposal Manager to carry out responses
  • Conduct research and analysis
  • Develop content and response narratives
  • Schedule and participate in team meetings
  • Schedule and lead color-team reviews ensuring deficiencies in response are addressed prior to submission
  • Perform metrics tracking, compliance reviews, and quality reviews
  • Lead proposal production activities (printing, binding, collating, CD creation, shipping, delivery confirmation, etc.)
  • Request government debriefs, attend debrief meetings, and develop lessons learned
  • Cultivate and leverage teaming partners for targeted efforts

Required Knowledge and Skills

  • Experience writing IT-based responses (e.g., familiar with networking, cloud computing, helpdesk, software development, cybersecurity, database administration, and infrastructure support) in a federal environment
  • Ability to work in a sometimes-high-pressure environment with strict deadlines
  • Flexibility to work extended hours when necessary, including weekends
  • Ability to work effectively with diverse and strong personalities
  • Excellent multitasking and time management skills
  • Ability to prioritize and manage multiple projects simultaneously
  • Excellent verbal and written communications skills as well as ability to communicate effectively with a variety of individuals both technical and nontechnical
  • Ability to follow written and verbal instructions and provide timely response to inquiries from multiple sources
  • Ability to handle a broad set of tasks simultaneously
  • Commitment to maintaining compliance with multiple authorities (ISO 9001:2015, CMMI, solicitation requirements, etc.)
  • Demonstrated proficiency with Microsoft Office applications, Adobe Acrobat, SharePoint, and other related applications
  • Ability to handle confidential information in a professional manner
  • Open to feedback, training, and skills development
  • U.S. Citizenship required

Desired Qualifications, Skills, and Knowledge

  • 2+ years of proposal writing experience is preferred
  • Record of successful proposal submissions is preferred
  • College degree is preferred
  • Knowledge of federal procurement regulations (FAR/DFAR) is a significant plus
  • Experience with Capture and Proposal processes (e.g., Shipley & Associates) is a plus
  • Experience developing and/or evaluating technical response/narratives
  • A background in Project/Program Management is a plus
