Position Title: GIS/Tax Map Coordinator

Position Supervisor: Allen County Engineer
Supervisory Responsibilities: GIS/Tax Map Tech, Tax Map Tech, Misc. Seasonal Workers
Pay Rate: $26.50 per hour or more depending on experience

General Purpose for Job: Maintain the integrity of Allen County GIS and all records pertaining to Allen County and the Allen County GIS/Tax Map Office, including the Allen County Conveyance Standards. Assist the general public, land owners, and legal and government representatives with inquiries pertaining to these records.

Duties: The duties listed below are illustrative of the work performed by this classification. All duties are essential functions of the job unless otherwise noted. The percentage of time allocated to each group of duties is approximate.

40%  -  Manage the development, implementation, and maintenance of GIS applications and datasets

  • Develop, migrate, acquire, and maintain geospatial datasets
  • Develop GIS applications for multiple county departments
  • Create and maintain attribute databases
  • Manage and maintain permissions for GIS datasets

20%  -  Manage, create, and maintain County maps, real estate records, and databases

  • Create new parcels and land breakdowns
  • Compute acreages and assign land values to split properties for Auditor’s office
  • Assist in CAUV breakdown calculations
  • Use GIS and related software to create/update maps, databases, and data layers along with being creative in producing special map products and reports
  • Create and maintain county road map and plat book
  • Gather data from surveys, real estate deed descriptions, and other legal descriptions to draft and update tax, road, and GIS base maps
  • Maintain parcels of land, new transfers, and other records and files showing property lines
  • Perform research activities at the courthouse to provide for correcting/drafting maps and establishing and/or correcting chain of ownership
  • Scan new surveys and plats to update maps and databases

20%  -  Assist agencies, attorneys, realtors, and the general public with GIS and real estate inquiries

  • Research and respond to requests for information from other government offices, realtors, attorneys, and the general public
  • Work cooperatively with other departments to utilize the GIS information, meet goals, support the mission of the Engineer’s Office, and to serve the public

10%  -  Supervise staff

  • Review applications; select candidates, interview, and make recommendations for hiring
  • Develop, implement, conduct, and/or oversee orientation and training for new employees
  • Schedule employees for work, assign tasks, monitor progress, and adjust workloads
  • Review employee record of time worked to verify accuracy; maintain payroll records
  • Evaluate employee performance; maintain record of performance-related incidents, evidence, and documents and counsel employees with regard to performance issues
  • Recommend disciplinary action as necessary
  • Approve requests for leave of absence, overtime, vacation, etc.

10%  -  Miscellaneous

  • Retrieve, review, and interpret surveys and legal documents (e.g., real estate deeds and transfers) to verify land ownership, tax mailing address, property address, property location, lot dimensions, etc.
  • Work cooperatively with the Engineer’s Office to help develop the budget, plans, policies, and procedures to support the Engineer’s mission and serve the public
  • Attend and actively participate in department and other meetings
  • Coordinate aerial photography contracts
  • Provide verbal and written responses and prepare simple to moderately complex written correspondences as needed
  • Increase knowledge and skills through attendance at meetings, conferences, etc.
  • Perform other related duties as assigned by the Engineer

Education and Experience

  • Associate degree in Civil Engineering Technology, Surveying, or GIS related degree
  • (5) five years experience using computerized drafting software to create and update GIS base maps and related databases
  • A different combination of education and experience may be acceptable if deemed equivalent

License or Certification Required:

  • Current valid State of Ohio Drivers’ License with a driving record acceptable to the Engineer’s Office insurance provider
  • Certified in CPR, AED and First Aid (training provided by Allen County Engineer)

Knowledge, Skills, and Abilities:

  • The candidate will have at least five (5) years of progressive experience with at least the following: ESRI GIS applications and RDMS development; experience and knowledge with ArcGIS server, ArcSDE databases.  Knowledge of GIS and GPS techniques, methodologies and applications; knowledge of principles of surveying, mapping, global positioning systems and aerial imagery; principles and capabilities of computer systems, including networked environments and curricular devices; understanding in working with data from multiple public and private sources; assessing, identifying, and recommending solutions to problems. Proof of education and experience along with demonstration of abilities may be required.
  • Operate these and similar tools and equipment for a standard work shift, in accordance with customary operating and safety practices: AutoCAD – Draft and update tax maps; Personal computer; Microsoft Office – Prepare correspondence, maintain records; Windows based servers – Updates and maintenance; ArcMap/ArcView/Arcinfo/ArcServer/ArcSDE – Create and update geographic data sets; SQL Databases – Manage GIS databases; FreeAnce – Search for parcel and owner information; Adobe Acrobat – Manage PDF files; Geospatial database creation and maintenance
  • Use computer hardware and software to draw and record survey information into tax and other maps and GIS databases
  • Understand and interpret real estate terminology and transactions relevant to deed descriptions/filings, State of Ohio Plat regulations, etc.
  • Understand and work within courthouse recording methods and legal processes
  • Perform moderately complex mathematical calculations
  • Plan, schedule, and organize multiple activities, as well as the work of others
  • Estimate labor and material requirements; perform purchasing functions
    • Work within budgetary, procedural, and/or policy guidelines and constraints
    • Plan, project and otherwise develop recommendations for future activity
  • Manage employees including selection, training, and evaluating performance
  • Develop and maintain effective working relationships with supervisor, co-workers, representatives of other agencies, and the general public
  • Communicate effectively with others, both verbally and in writing
  • Define problems, collect data, establish facts and recommend appropriate response or action
  • Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems
  • Prepare accurate and concise reports ranging from simple to moderately complex
  • Operate standard office equipment including word processing and spreadsheet software
  • Receive additional GIS training to update knowledge of GIS


Physical Demands: Occasionally – Walking and climbing stairs, standing for long periods of time, bending and stooping, and lifting or pushing light to heavy weight (20+ pounds)
