Description

The National Registry of Emergency Medical Technicians (NREMT), a non-profit organization based in Columbus, Ohio, is recruiting for a Senior Exam Program Manager. The NREMT is the nation’s EMS certification agency and credentials EMS professionals throughout the country and is the National Emergency Medical Services (EMS) Certification organization. The mission of the National Registry is to provide a valid, uniform process to assess the knowledge and skills required for competent practice of EMS professionals throughout their careers, and to maintain a registry of certification status.

The Senior Exam Program Manager will oversee and serve as the manager and primary point-of-contact for the subject matter expert item-writers and will perform examination-related tasks for volunteer committee/panels. The position exists to participate in all aspects of examination development and delivery from initial blueprint to technical report for ALS/BLS/performance examinations. The program manager successfully executes project plans for examinations, including content development, examination administration, test publication and delivery, oversight of independent item-writers and other collaborating partners, and all other components of building and publishing high standard and excellent examinations. This position reports to the Examination Content Manager.  

Requirements

Project planning and management  

  • Anticipate item and test development needs for upcoming examinations and builds annual plans to meet those needs.  
  • Identifies areas of waste in existing processes. 
  • Tracks key performance indicators for examination processes and responds to inquiries. 
  • Prioritizes, coordinates, scopes project work, and serves as project owner for volunteer database and the subject matter expert item writer project. 
  • Identifies opportunities for improvement and works with Examinations Team to develop and update policies, procedures, and processes. 

Item and Examination Development 

  • Recruit, onboard, engage, manage, support, and collaborate with subject matter experts item writers.  
  • Facilitate meetings with subject matter expert item writers for proposed time schedules and the ability to inspire and motivate said experts.   
  • Implement proper tracking mechanisms for item workflow. 
  • Train subject matter experts on National Registry style guidelines and other best practices exam documents.  
  • Train volunteer panels/committees on examination development activities.   
  • Report on item writer exam item, and exam development metrics.   
  • Processes fiscal and payment documentation for subject matter expert item writers. 
  • Recruits, volunteers, engages, and serves as the point-of-contact for examination content development meetings according to NCCA standards. 
  • Creates assignments for attendees at virtual or onsite item writing and review meetings in the IMS. 
  • Collects data and prepares reports following item development meetings. 
  • Reviews item pools to ensure items are accurate, relevant and reflect current practice for each examination. 
  • Acts as a facilitator in item writing and review meetings. 
  • Develops assignments and volunteer training materials for item development meetings. 
  • Trains volunteers prior to item development meetings 
  • Maximizes yield, accuracy, and relevancy of content produced. 
  • Manages and updates library of resources including image banks, references books, item variant lists, job aids and other content development-related tools to assist with examination development. 
  • Understands scoring instruments and rubric updates and revisions. 
  • Assists with the development and implementation of strategies for new examination content review processes, new item types, and creating item models and cognitive maps to support item development. 
  • Collaborates with coworkers and vendors for content-related issues. 
  • Provides support to Psychometricians regarding examination content needs and item performance. 
  • Collaborates with Examinations Editor to update Style Guide and assure content accuracy and compliance with National Registry style. 
  • Reviews pilot test data and participate in pilot test studies (item analyses, cognitive interviews, focus groups) 
  • Participates in examination security investigations for suspected compromised content. 
  • Collaborates with Examinations Specialist to ensure established examination policies (internal and external), processes, and work instructions are executed. 
  • Investigates and responds to inquiries from the EMS community. 
  • Communicates with vendors, NR representatives and the EMS community regarding examination issues and escalates to appropriate staff when necessary. 
  • Produces and updates reports with relevant examination administration functions accurately and in a timely manner. Reviews and monitors external reports. Identifies irregularities and/or potential issues noted in the reports and escalates the concerns to the Director of Exams. 
  • Reports irregularities with testing functions and coordinates with the Information Technology Team to make sure that software and database functions operate as required. 
  • Archives examination records consistent with established policies/procedures. 
  • Revises National Registry examination procedures and work instructions in compliance with NCCA standards. 
  • Coordinates with relevant parties about changes in test administration. 
  • Conducts performance examination NR Representative training 

Communications 

  • Collaborates with Stakeholders team to share updates, opportunities, and anticipated challenges.  
  • Responds to inquiries regarding examination issues and escalates issues, as needed. 
  • Stays informed about basic trends and statistics relating to National Registry examinations, including examination volumes, pass rates, etc. 
  • Prepares reports on various aspects of the examination process. 
  • Provides additional support to the Examinations Team, as assigned 

Experience, Education, Certification and Skills Requirements:  

  • 4-year degree required 
  • 2 years of examination development and/or assessment required  
  • 1 year of management experience required  
  • 2 years of management experience preferred  
  • Proficient in medical terminology preferred   
  • Project Management Professional (PMP) certification preferred    

Job Competencies 

  • Knowledgeable of National Registry operations and general understanding of how operations impact assigned examination team responsibilities. 
  • Knowledgeable of National Registry examination processes and policies. 
  • Knowledge of testing lifecycle: development, publication, administration, analysis, reporting. 
  • Knowledgeable on how to use and update National Registry examination reporting tools. 
  • Understanding and skills with National Registry software required for content development functions. 
  • Possesses ability to exercise professional judgement as it relates to interpretation of executing and enforcing National Registry examination policies. 
  • Ability to manage vendors and/or external stakeholders and hold them accountable to National Registry policies and procedures. 
  • Ability to meet deadlines; demonstrates a high level of attention to detail and organizational skills to work on concurrent processes and projects. 
  • Effective communications skills (written and verbal) and ability to maintain positive internal and external stakeholder’s relationships regarding performing assigned tasks.

  • Able to clearly document policies, procedures, work instructions and reports for internal and external audiences. 
  • Able to coordinate with other Science and Examinations Team to accomplish team objectives.

Specific Requirements: 

  • Must be able to read, write, speak and understand the English language. 
  • Must be able to effectively communicate and deal tactfully with personnel, visitors, government agencies/personnel and the public. 
  • Must be able to perform advanced math skills, adding, subtracting, dividing, etc. 
  • Must possess the ability and willingness to work harmoniously with other personnel. 
  • Must be able to accomplish tasks via the electronic environment such as video conferencing and digital collaboration. 
  • Must be able to effectively use a keyboard. 
  • Must be able to lift a minimum of 25lbs. 
  • Must be able to work in an office environment with moderate noise. 
  • Must be able to travel up to 5 nights per month
