Job Description


Quantech Services has immediate need for aTest Engineer IIIto join our team supporting the DEAMS (Defense Enterprise Accounting and Management System) program located at WPAFB, Dayton, OH.

RESPONSIBILITIES:

The Test Engineer III will provide technical and engineering support for major IT Test & Evaluation (T&E) functions, and will advisethe DEAMS Chief Development Tester (CDT). This includes, but is not limited to the following:

TEST PLANNING

Formulate, socialize, document and publish test strategies, plans and schedules that integrate Scaled Agile methodologies with mandatory test and evaluation complianceand oversight requirements
Lead a cross-organizational work group in preparation of the Test and Evaluation Master Plan (TEMP) and Integrated Test Plan (ITP)
Evaluate and advise the CDT on the sufficiency of the Integrated Test Description (ITD) and Software Test Plan (STP) and engage with the originating agencies to resolve deficiencies
Maintain the Test Ream (ITT) project schedule as a sub-project within the DEAMS Integrated Master Schedule (IMS)
Evaluate and document test resource requirements; advise the CDT of any identified deficiencies
Evaluate and advise the CDT on the sufficiency of test-related infrastructure and tools; engage with supporting activities to resolveany deficiencies
Support the coordination of test plans and schedules by outside agencies including the Lead DevelopmentTest and Evaluation Organization (LDTO); Air Force Operational Test and Evaluation Center (AFOTEC); Director, Aif Force Test and Evaluation (AF/TE); Joint Interoperability Test Command (JITC); Director, Operational Test and Evaluation (DOT&E); and Director, Development Test and Evaluation (DDT&E)
Plan, facilitate, and document all ITT meetings and sub-group meetings requested by the CDT, both virtual/conference call and face-to-face

TEST EXECUTION IN MANAGEMENT

Facilitate and monitor execution of the Integrated Test Plan; advise the CDT of status and assist in resolution of any issues
Plan, facilitate and document all ITT Scrum of Scrum meetings
Plan, facilitate and document all Deficiency Review Board meetings
Evaluate and advisethe CDT on the sufficiency of the Software Test Reports (STRs); engage with the originatingagencies to resolve deficiencies

ACQUISITION PROGRAM SUPPORT

Evaluate and advisethe CDT regarding proposed/future test-related Systems Implementer Contract language and Contract Data Requirements List (CDRL) delivery requirements
Assist the CDT in preparation of informational and decision briefings to inform Program Leadership and decision authorities regarding test activities
Contribute to the identification and mitigation of Program Risks
Contribute to the implementation of the Agile development methodology for DEAMS



Job Requirements


EXPERIENCE LEVEL:12-15 years of experience in Test Engineering, with 5-8 years in the DoD

OTHER QUALIFICATIONS/SKILLS:

Extensive knowledge and proficiency with software testing management and best practices
Familiarity with AFI 99-103 for Capabilities-Based Test and Evaluation
General working knowledge of DoD Acquisition policy, specifically DoDI 5000.75 (or DoD 5000.02)
Experience with the implementation of new IT/Business System technologiesto include but not limited to Cloud Infrastructure and Enterprise Resource and Planning (ERP) systems
Experience with manual script-driven software testing
Experience with automated software testing
Experience in an IT system Program Management Office
Working knowledge of Agile Development Methodologies (particularlySAFe)
Working knowledge of DevSecOps
Highly proficient with the following:
MS Office
Jira and Confluence
Zephyr Squad Test Management Suite (highly desired)
Oracle Application Test Suite (OATS) is highly desired
BitBucket and Jenkins (highly desired)

Excellent verbal and written communication skills
Coding experience and a working knowledge of the software development life-cycleis desired

EDUCATION:MS or BS in Computer Science, Information Technology or other Engineering discipline

CERTIFICATIONS:

CompTIA Security+
Industry-recognized certification in Software Testing (i.e. ASTQB CTFL) desired
Certified SCRUM Master desired
Other Agile certifications desired

SECURITY CLEARANCE:Secret

Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets and fax machines.

Physical Demands This is largely a sedentary role mostly sitting; however, some filing maybe required . This would require the ability to move files, or boxes with file data, open filing cabinets and bend or stand as necessary, ability to lift up to 40lbs.
Mental Demands: Reading; communicate effectively (verbal and written); maintain emotional control and professionalism.
