Economic Development Director

Advances professional work in managing, planning, conducting, and coordinating economic development programs. Work involves responsibility for carrying out community business promotions, site marketing, and business attraction/retention activities. The position provides an opportunity to participate in economic development policy formation and includes responsibility for complex economic development duties related to the implementation of the Comprehensive Plan, Downtown Master Plan and Economic Development Strategy. Work is performed under the administrative direction of the Manager.
Develops and coordinates programs to advance economic development strategies.
Researches issues and prepares maps, charts, reports, and other materials necessary to support planning and economic development recommendations.
Maintains available space and building land inventory. Performs site tours with key relevant data for manufacturing and office related attraction projects.
Meets with potential developers, brokers, engineers, architects, and the general public regarding economic development opportunities and key projects.
Meets and works with local merchants and area businesspersons on issues of concern to them.
Develops and maintains key relationships with funding partners that can be critical to influencing public and private investments.
Cultivate and maintain positive relationship with TeamNEO/JobsOhio, ODOD, USEPA, and Lake County Development Corporation, Ohio Manufacturer’s Association, IEDC, MAGNET, Chamber of Commerce, the Downtown Organization, Heritage Ohio and Community Development Corporation.
Identify critical needs to support and grow the City’s top 10 employers in retail, large office/commercial and manufacturing.
Plans and organizes special events with the business community.
Negotiates with businesses, potential developers, and business prospects on behalf of the City to locate or develop facilities within the community.
Provides technical assistance on financial packages and incentives to prospective and existing businesses.
Grant management and grant writing to include preparation of grant applications, grant administration and filing of time sensitive reports.
Set policy and administration to support economic development initiatives and help influence critical investments.
Coordinates Tax Incentive Review Council, maintains all records, and prepares annual reports on all Community Reinvestment Areas, Tax Increment Financing Zones, Job Creation Tax Credits, and the Opportunity Zone.
Maintains key information related to department filings, State of Ohio annual reporting, business directory for the City, site selection directories, project files and departmental marketing materials.
Maintains and manages the departmental budget and all direction for purchase orders and invoicing.
Considerable knowledge of applicable local, county, state and federal economic development programs.
Governmental administrative procedures like budgeting, purchasing, and policy making.
PC software packages, including work processing, spreadsheets, databases and desktop publishing.
Extensive experience in grant writing and management of grants.

Establish and maintain an excellent communication network among the local business community and the public.
Excellent verbal, writing and interpersonal skills required.
Compile, analyze and present data both orally and in writing.
Ability to work independently to complete job duties.
Bachelor’s Degree in Urban Studies, City Planning, Economics, Business Administration, or a related field. (Master’s Degree preferred and may be substituted for part of the required experience.)
Five (5) years progressive experience in Economic Development, City Planning or other appropriate field in an economic development environment.
License or Certification Required:
Valid Ohio Driver’s License upon Appointment
