Description
The Acquisition Analyst will provide valid, supportable research analysis from Federal Acquisition Regulations (FAR) and agency acquisition regulations.
Additional Responsibilities Include, but are not Limited To:
Provides pre-award services functions involving highly specialized, high volume/moderate value, and complex procurements of significant importance. Pre-Award Acquisition Support includes advice, recommendations, and document preparation to include;
PWSs, SOWs & SOOs
Justification and Approval
Exceptions to Fair Opportunities
Acquisition Strategy and Support, Milestones
Evaluation Criteria
Cost Estimates
Market Research and Market Surveys
Quality Assurance Surveillance Plans
RFPs and RFQs, and
Miscellaneous pre-award documentation
Relationship building.
Communication across organization and program office - both written and verbal.
Multi-tasking in an environment that requires the ability to prioritize tasks, communicate impacts of analysis, and document results of efforts in real-time.
Development of supporting documentation.
Assist with proposal development, if necessary.
Perform other duties, as assigned.
Position Requirements
Experience:
Five (5) years relevant experience required; ten (10) years of relevant experience preferred.
Working knowledge of pre-award acquisition preparation in support of the program office objectives.
Structuring and presenting analysis results in a manner that allows the intended reader to reconstruct the data analysis without question, in a professional manner.
Familiarity with DOD 5000 series acquisitions for information technology services.
Familiarity with Federal Acquisition Regulations.
Knowledge of a software or product development life cycle.
Knowledge of and ability to implement meeting facilitation principles and practices.
Excellent written and verbal presentation skills.
Ability to work effectively and maintain personal stability in dynamic, fast-paced, high-stress team environment and react quickly to change.
Ability to interface effectively with government and industry officials.
Ability to synthesize complex, multi-functional data into meaningful information for effective management action.
Ability to work well with and through others - securing the willing cooperation from assigned/matrixed resources, as well as government, industry, other contractor representatives.
Education:
Bachelor's degree required. Desirable degrees include Business Administration, Financial Management, Public Administration, or a related field of study
Certificates, Licenses, Registrations:
DAWIA Level II or FAC-C certification of Level II or equivalent within the last 4 years (preferred).
Other Required Skills & Abilities:
Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.

Secret security clearance required.
