Definition:
A professional administrative position responsible for policy and program development. Responsibilities include establishing the annual Unified Planning Work Program (UPWP) and maintaining both grant preparation and budget analysis. The position also requires the administration of on-going planning programs including: short and long-range transportation programming, including transit and traffic; undertaking population and land use analyses; and, the administration of local zoning ordinances, floodplain regulations, and subdivision regulations. Direction and supervision are exercised over professional, technical, and clerical staff members.
Required Training and Experience:
The position requires experience in developing strategic planning practices which anticipate future opportunities, issues, and concerns, and the ability to provide a sense of direction to a multi-faceted organization. The position requires a State of Ohio Professional Engineer (PE) license with four (4) years of progressively responsible planning experience; or a Masters degree in planning (or related fields such as geography, architecture, public administration, etc.) with four (4) years of progressively responsible planning experience; or another combination of education and experience accepted by the LACRPC board. AICP certification is preferred. Previous administrative experience and/or documented grant writing capabilities are required. Position requires possession of a valid State of Ohio motor vehicle operator's license and Allen County, Ohio residency.
Required Knowledge and Skills:
The position requires a sound knowledge of the theory, principles, and methods of urban and regional planning. A thorough understanding of research methods in population, land use, transportation, and the ability to analyze and incorporate research data in the final preparation of both written and oral reports is expected. The ability to work harmoniously with staff, Commission members, and the general public is a fundamental position requirement.
Description of Duties:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position‐specific duties.
* Allen County, Ohio residency is required.
* Direct, supervise, and administrate affairs of the LACRPC and staff.
* Prepare and implement the UPWP.
* Coordinate planning across governmental units.
* Advertise for employees and remove employees, with the approval of the LACRPC Administrative Affairs Committee.
* Maintain strong liaison with Federal and State sources of funding including but not limited to USDOT, FHWA, FTA, FEMA, OEPA, ODOT, ODNR, and ODPS.
* Research and document changes in population, land use, economics, transportation, and other development areas.
* Supervise the analysis and preparation of data for inclusion in the transportation planning process.
* Supervise the preparation of maps, plans, charts, and exhibits for publication.
* Implement and enforce personnel policies and procedures.
* Make public presentations or appearances representing the LACRPC.
* Other duties as assigned by the LACRPC or its Executive Committee.
Salary: $85,000 - $100,000 annually depending on education and experience.
