Job Title:                                  Account Clerk
Department:                             Ashtabula County Children Services Board
Immediate Supervisor:               Finance Director
Pay grade/Rate of Pay:  Pay Grade 4:  $16.21 per hour with consideration based on experience. Plus, a comprehensive benefit package.  Sign on bonus of $2,000 with $1,000 paid at the 3 month date and 12 month date of first year of employment.

Ashtabula County Children Services is currently accepting applications for full-time Account Clerk Position. Applicants Must have good driving record, pass a drug screen, and background check.

JOB RESPONSIBILITIES: Under general supervision of the Finance Director, the Account Clerk will:

  • Maintain electronic accounting systems, solves accounting problems· which may include but not be limited to maintenance of fiscal reports, posting of ledgers and journals, processing of vouchers and other routine accounting functions ( e.g., review documents for accuracy; prepare copies/required documentation of all purchase orders; etc.).
  • Monitor and maintain proper encumbrance balances in county general ledger system. Coordinates with Auditor's office as needed.
  • Manages data electronically including, but not limited to tracking of expenditures over time, monthly reconciliations, and downloading data from general ledger software. Scans documentation to casework records.
  • Prepares other accounting and personnel functions as deemed necessary (e.g., provide caseworkers with petty cash, credit card, gas cards, etc.; write receipts; disperse expense checks; attend required trainings; etc.).
  • Perform routine clerical tasks ( e.g., types correspondence; answers telephone and covers switchboard as needed; prepares mailings and required postage; open and close office; etc.)
  • Responds to internal and public inquiries and provides routine general information in a professional and friendly manner.
  • Meets job safety requirements and all applicable OSHA safety standards that pertain to essential functions.


QUALIFICATIONS: 

High school diploma or GED, with training and/or work experience which evidences a thorough knowledge of Agency operations, modern office practices and procedures and computer operation; Associate's Degree in a relevant field, preferred; or any equivalent combination of knowledge, skills and abilities to perform the essential functions of the position.

Knowledge of: Agency goals and objectives;* Agency policies and procedures;* office practices and procedures; budgeting; accounting and budgeting principles to operate all computer programs / software; hardware & software utilized by the Agency;* English grammar and spelling; records preparation and management.

Skill in: computer operation and the use of related software; typing; data entry; word processing and use of spreadsheet computer programs; use of modern office equipment.

Ability to: interpret a variety of instructions in basic written, oral, picture, or schedule form; cany out instructions in written, oral or picture form; deal with problems involving several variables within a familiar context; calculate fractions, decimals, and percentages; copy records precisely without effort; prepare routine correspondence; prepare accurate documentation; compile and prepare reports; communicate effectively; maintain records according to established procedures; respond to routine inquiries from public and/or officials; develop and maintain effective working relationships; move quickly and effectively from one task to another; perform all physical requirements of the position; travel to and gain access to work site.

LICENSURE or CERTIFICATION REQUIREMENTS: Must possess a valid State of Ohio driver's license and maintain insurability under the County’s vehicle insurance policy. Must be able to successfully pass post-offer drug screen, and BCI fingerprint background check.
