ESSENTIAL FUNCTIONS:
1. Prepare financial transactions; balance and reconcile general ledger accounts; prepare, review and adjust journal entries; fund and set-up activities in Federal Integrated Disbursement and Information System (IDIS)
2. Perform a variety of complex duties relative to the administration and compliance of Federal Grant Programs; Federal programs include Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME)
3. Coordinate, monitor and participate in a variety of fiscal activities in Municipal Uniform Information System (MUNIS); involved in fiscal and bookkeeping activities; record transactions, maintain control accounts, process requisitions, purchase orders, and invoices; monitor a variety of fiscal management and control activities; account payable, receivable, travel expenses and inventory
4. Prepare and administer assigned budgets; monitor expenditures and prepare related reports; prepare analyses of payroll expenses and process reimbursements; prepare budget transfers and amendments
5. Implement account or auditing procedures; maintain current and new vendor file information; responsible for receipt of W-9 information; track contracts and invoices and conduct analysis on purchase order and vendor payment to ensure compliance with budgetary controls; work with outside vendors to resolve billing issues; retrieve Ohio State Purchasing contract information as needed
6. Perform clerical and administrative support of the Community Development Administrator; assist Community Development staff with special projects and reports as requested; handle telephone inquiries and billing questions as needed; may answer request for public records; perform other related duties as assigned
7. Meet all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
REQUIRED QUALIFICATIONS:
- High school diploma with course work in office practices and procedures. (Post High school education in business or office administration preferred); and
- Two (2) years' experience in a secretarial or office administrative support work; or
- Any combination of education, training and/or experience equivalent to the minimum qualifications stated above
